Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID; C00054214 Site Location: 2572 W PORT RD A <br />Activity Summary <br />Activity Date <br /> <br />Recorded by <br />09/04/2021 TIME SPENT: 2:18PM-5:18 PM <br /> <br />ALANIZ <br />-11:30AM: Called Richard Grigsby, 209-466-6927. He said he was expecting the <br />cleanup to be finished in the afternoon or on Sunday morning. <br />-2:18 PM: Called Richard and left a message asking for an update. <br />-2:19 PM: Called Richard again discussed the cleanup. He said it was completed. <br />Reviewed Compliant. <br />-2:30 PM: Left for the site and arrived at approximately 3:30 PM. Met with <br />Richard. Approximately 30 yards of soil was dug up from the contaminated area. <br />The hole dug out was approximately 32 inches deep, 18 feet long and 6 feet wide. <br />Staining was observed on the side of the walls. Based on the strata of the soil, the <br />additional staining did not appear to be a part of the original diesel spill. There <br />was no odor observed coming from the stained area (note: I did not smell the dirt <br />but stood next to it). Sent an email to Richard at <br /><customerservice@cctrailroad.com> explaining my findings. Richard explained <br />that Steven Bender, with the Port environmental had come to the same <br />conclusion. Left the site at approximately 4:15 PM. Called ended at 5:18 PM. <br />09/07/2021 Completed narrative and photo log from 9/4/2021. ALANIZ <br />09/07/2021 Updated Elena Manzo, lead senior, and Lydia Baker, REHS. ALANIZ <br />Called Jeff Tierney, ELT., Water Resource Control Engineer, 262-719-3246. <br />Discussed the spill with him and he said that he would like to see a copy of the <br />report to discuss with his supervisor. <br />09/07/2021 Referred complaint to Water Board: BAKER <br />Jeff Tierney <br />Jeff.Tierney@Waterboards.ca.gov <br />262-719-3246 <br />Received update from Randy Egusquiza at regusquiza@cctrailroad.com that the <br />area will be staked so that if any additional excavation is needed it can be easily <br />found. <br />Disposal record for waste generated will be verified on next routine hazardous <br />waste inspection (PR0538447) <br />09/27/2021 Wrote referral letter and emailed it to Jeff Tierney (Water Resources Control BAKER <br />Engineer) at Jeff.Tierney@Waterboards.ca.gov <br />09/29/2021 Received update from Jeff Tierney of the Water Board that he is going to look at <br />their manifests and characterization. Confirmation sampling and additional <br />clean-up may be needed. <br />BAKER <br />10/11/2021 Emailed Jeff Tierney (Waterboards) at Jeff.Tierney@Waterboards.ca.gov for an <br />update on the complaint. <br />BAKER <br />11/24/2021 Called Jeff Tierney of the Water Board (262-719-3246) for an update on the spill. BAKER <br />Jeff Tierney said that they are asking for sample results from the waste generated <br />and once they receive that confirmation samples may be requested for the <br />excavation.
