Environmental Health Department SAN_JOAQUIN <br />COUNTY <br />Greatness grows here , <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: CC PORT Date: Sep 03, 2021 <br />RP Mailing Address: 2201 W WASHINGTON ST <br /> Record ID#: C00054214 <br />STOCKTON, CA 95203- Program Element: 2546 <br />Spill Location: 2572 W PORT RD A , STOCKTON <br /> Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />Unknown amount of diesel release from train derailment. <br />OBSERVATIONS: <br />Arrived on site, met with Richard Grigsby of CCT. Unknown amount of diesel was released due to train derailment. Train is <br />in the process of being put back on the tracks. Clean up will begin once train is removed. Spill covered an approximate area <br />of 10x5ft. No waterways or storm drains impacted. Spill impacted ballast. Spill is contained with absorbent pads. Clean up <br />will begin today and is expected to be finished on 9/4/2021. Clean up will be conducted by CCT staff and waste will be <br />disposed as hazardous waste by American Valley Waste. <br />CCT to notify EHD when clean up is complete and prior to any backfilling. Disposal records for waste generated will be <br />verified on next routine hazardous waste inspection. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately <br />Submit copies of hazardous waste manifests/disposal records to the END. <br />Other Correction <br /> <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />Page 1 of 2 <br />1868 E.
