Complaint Investigation Summary <br /> Report #. 5105 <br />COMPLAINT ID: COJTOOKMC Site Location: BISHOP CUT BRIDGE - EIGHT MILE RD AND N RIO BLANCO RD <br />Activity Summary <br />Activity Date Recorded by <br />04/07/2021 10:26 AM Received Cal OES Spill Control #: 21-1844 for a potential release of 20 MURO <br />gallons of gasoline from a vehicle that went into the water at Bishop Cut off of <br />Eight Mile and North Rio Blanco Rd. <br />10:32 AM Called: Office of Emergency Services to confirm receipt of the report. <br />Called lead senior Elena Manzo and briefed her on the spill. <br />Called National Response Center: <br />800-424-8802 They asked that I call the US Coast Guard, as the only information <br />they have is already on the spill report. <br />Made the following phone calls in attempt to gather responsible party information: <br />US Coast Guard, <br />415-399-7300, they did not have responsible party information. They asked that I <br />call the Sheriffs office as they may have responsible party information. <br />Called SJC Sheriffs Office: 209-468-4400, they did not have any information. <br />They asked that I call their boat unit. <br />Called Boat Unitl, 209-953-8845, they reported that no sheen in the water was <br />observed in the area the driver had reported the vehicle had gone down under. <br />The tide was high presently and they will call me if anything is reported to them <br />once the tide comes down. <br />Called California Highway Patrol (CHP) 209-938-4800 and asked for sergeant <br />responding to the incident. Operator stated that Sergeant Crutchfield had <br />responded to the incident. <br />Called Office of spill Prevention Services Spill Desk: 916-826-1110 for any <br />additional information such as responsible party had been updated. No new <br />information. <br />Updated Elena Manzo <br />Searched area on map and located coordinates for use with GPS on iPhone. <br />11:55 AM Received a call from Ryan Hanson Warden at California Department of <br />Fish and Wildlife - (CDFW) 805-440-2593. Discussed complaint and complaint <br />location. Coordinated to meet on the corner of Eight Mile Rd and Rio Blanco Rd in <br />1.5 hours. <br />Generated complaint. <br />04/07/2021 En route to potential release site with Program Coordinator Melissa Nissim (EHD). MURO <br />Arrived on site. Met with Warden Ryan Hanson (CDFW). Searched the water and <br />levee for oil or fuel spills. Did not observe and oily staining or sheen. No fuel odors <br />were detected. <br />While on site, Officer Ryan made a phone call and was told the actual site where <br />the vehicle went down was not known. The driver did not know where the car had <br />gone down. Vehicle was an SUV Dodge Journey. Driver was wet and arrested for <br />driving under the influence of alcohol. <br />Left site. <br />5105.rpt Page 2 of 3
