<br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures.
<br /> At the time of inspection, it could not be demonstrated that employees who handle hazardous waste(HW)were
<br /> properly trained. The following was found in the store's back HW storage area:
<br /> -A Toxic HW tote,with start date 8/7,was marked as having soaps and detergents, antifreeze,
<br /> insecticides/herbicides/pesticides, lotions, all shampoos, liquid cosmetics, and nicotine inhalers, patches&gums,
<br /> although the tote did not have these types of items(see photos: IMG 1404-1405).
<br /> -A Flammables HW tote,with start date 7/24,was marked as having disposable lighters&lighter fluid,windshield
<br /> wash solutions, products containing petroleum distillates, and nail polish&remover, although the tote did not have
<br /> these types of items(IMG 1408-1409).
<br /> -A Corrosives HW tote,with start date 7/24,was marked as having pool chemicals,drain cleaners, automotive
<br /> polishes/cleaners, muriatic acid, and metal cleaner/polishes, although the tote did not have these types of items.
<br /> The tote only contained a bottle of Scrub Free Total Bathroom Cleaner Plus Oxi Clean and two bottles of Lysol
<br /> Power Toilet Bowl Cleaner(see IMG 1414-1416).
<br /> -An Oxidizers HW tote,with start date 7/24,was marked as having hair bleach products, acne treatments
<br /> containing benzoyl peroxide, hydrogen peroxide, pool chemicals containing hypochlorite, and tooth whiteners,
<br /> although the tote did not have these types of items.The tote only contained a bottle of Clorox bleach (see IMG
<br /> 1417-1418).
<br /> At the time of inspection the store manager, Alexandria Rall, stated that items that are placed on the shelves
<br /> adjacent the HW storage area are processed every day or every other day.The following was found on shelves
<br /> adjacent to the HW storage area(IMG 1437):
<br /> -A container of Nivea lotion was found cracked, unlabeled, and in an open container(IMG 1420).
<br /> -A bag containing various make-up items were in an open cardboard box labeled as"Make-up Only Theft+
<br /> Damages"(IMG 1422-1423).
<br /> -An Ultra Downey fabric softener was found in an open bag and unlabeled(IMG 1424).
<br /> -A bottle of Colgate Total mouthwash was found open, unlabeled, partially full,and scanned as Toxic HW(IMG
<br /> 1425-1426).
<br /> -A bottle of Just The Basics liquid dish soap was found partially empty, un-containerized, and scanned as Toxic HW
<br /> (IMG 1427-1428).
<br /> -A bottle of Dawn Ultra dish washing liquid was found almost empty, un-containerized, and scanned as Toxic HW
<br /> (IMG 1429-1430).
<br /> -Three boxes of Dove white bar soap were found un-containerized and scanned as Toxic HW(IMG 1431-1432).
<br /> -A bottle of CVS Rubbing Alcohol was found un-containerized, labeled as"AF"for flammable,and scanned as
<br /> Flammable HW(IMG 1433-1434).
<br /> -A bottle of Tide laundry detergent was found in a bag, un-containerized, unlabeled, and scanned as Toxic HW
<br /> (IMG 135-136).
<br /> The following was found at a register at the front of the store(IMG 1447):
<br /> -An open box of Dial bar soap found in an open unlabeled black crate(IMG 1448-1449).
<br /> -An open package of CVS Lithium CR2032 batteries, scanned as Universal Waste and found in an open unlabeled
<br /> black crate(IMG 1450-1451).
<br /> -A partially empty bottle of Palmolive Ultra Strength liquid dish soap, found unlabeled and un-containerized, and
<br /> scanned as Toxic HW(IMG 1452-1453).
<br /> The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper
<br /> waste handling and emergency procedures. Provide proof of training to the EHD for employees whose
<br /> responsibilities include hazardous waste.
