S A N J D AR I N Environmental Health Department <br /> (L)j ;"� 1 y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MARCH AND BIANCHI INC 1 1916 E MARCH LN, STOCKTON November 30, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 105 CCR 66262.34(d)(2)No emergency coordinator available for emergency response. <br /> OBSERVATION: A complete modified contingency plan with an assigned emergency coordinator was not posted at <br /> the facility. <br /> REGULATION GUIDANCE: The emergency coordinator or his designee must respond to any emergencies that <br /> arise. The business operator must post the following information next to telephones or in areas directly involved in <br /> the generation and accumulation of hazardous waste: the name and emergency telephone number of the <br /> emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br /> fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a Class II violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years during the inspection. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 2019 to 2021 for all hazardous <br /> waste. Provide these records and a corrective action statement to the EHD within 30 days. <br /> This is a repeat violation, Class II. <br /> 117 HSC 25185(c)(3) Failed to submit a written response within 30 days of receiving an inspection report. <br /> OBSERVATION: This business did not provide a written response to the inspection report dated 11/21/2018 within <br /> 30 days. The report was delivered to the business on 11/21/2018. <br /> REGULATION GUIDANCE: The operator of the site or facility which receives an inspection report shall submit a <br /> written response to the department or the local officer or agency authorized to enforce this chapter pursuant to <br /> subdivision (a)of Section 25180 within 60 days of receipt of the inspection report, or within a shorter time as the <br /> department or the local officer or agency may reasonably require,which shall include a statement documenting <br /> corrective actions taken by the operator or proposing corrective actions which will be taken by the operator,for <br /> purposes of compliance with this chapter, or disputing the existence of the violation.
