4 <br /> I INTRODUCTION <br /> This Revised Water Quality Protection Standard (WQPS) Report for the Foothill Sanitary <br /> Landfill (FSL) is submitted in compliance with Waste Discharge Requirements (WDR) <br /> Order No. R5-2015-0058 and in response to the Regional Water Quality Control Board's <br /> February 10, 2016 Notice of Violation. <br /> FSL is located in eastern San Joaquin County at 6484 N. Waverly Road, four miles east <br /> of Linden, CA (Figure 1). Land uses within 1,000 feet of the facility are agricultural and <br /> primarily for grazing. The region receives an average of approximately 18 inches of <br /> precipitation per year. <br /> FSL is a Class III Waste Management Unit (WMU) on an 800-acre parcel, 674 acres of <br /> which are planned for waste disposal. The total capacity of the landfill is approximately <br /> 102 million cubic yards. The active life of the facility is estimated to allow disposal at <br /> least until the year 2058, based on current disposal rates and capacities. The estimated <br /> service life will change if actual disposal rates differ significantly than projected rates. <br /> Waste discharged to FSL includes commercial and household waste, construction and <br /> demolition waste, and agricultural waste. This WQPS Report was prepared for each <br /> landfill unit to satisfy that requirement of the WDR Provision H.7. <br /> This report is made up of the following sections: <br /> • Section 1 serves as the introduction <br /> • Section 2 presents a description of the hydrologic, geologic, and surface water <br /> conditions <br /> • Section 3 presents the existing monitoring programs <br /> • Section 4 presents the proposed WQPS and methods used to determine <br /> concentration limits <br /> The landfill consists of two classified waste management units referred to as Landfill 1 <br /> (LF-1) and Landfill 2 (LF-2). LF-1, the older of the two landfills, is an 85-acre, unlined <br /> landfill unit in the central portion of the site. LF-1 consists of a single, unlined Module I <br /> that was partially-closed in 2006 and no longer accepts waste. LF-2 is a lined, expansion <br /> landfill being constructed one module at a time around LF-1. Each LF-2 module will be <br /> constructed on an as-needed basis as existing modules are filled. Development of LF-2 <br /> around LF-1 will proceed in a clockwise sequence. <br /> Foothill WQPS Rev Ldoc 1-1 <br />
