The County may place final <br />cover in phases or may place partial cover until filling is complete and then construct the final <br />closure cover over the remaining surface of the landfill. <br />Preliminary demonstration under Title 27, Section 20080(b) for an Engineered Alternative Design <br />(EAD) final cover: <br />The final cover of LF -2 shall be consistent with the Evapotranspiration (ET) Test Pad <br />Demonstration Project performed as part of the LF -1 cap closure in 2006. The Central Valley <br />RWQCB approved the ET Test Pad Assessment Report in a letter dated July 11, 2014. <br />CalRecycle accepted the CQA Report for the closure project in a letter dated July 29, 2014. <br />Revised closure and postclosure financial assurance cost estimates: <br />The County has separated the PC/PCMP cost estimates for Foothill into LF -1 and LF -2 <br />estimates as required by the WDR. The costs have been allocated based on the areas of the <br />2 landfill units. LF -1 has a footprint of 81 acres, however only the closed 8 -acre cap will <br />remain exposed at final closure.
