Foothill Landfill ( - 2 - 11 July 2017 ,
San Joaquin County
the VOCs detections in groundwater are the overlying waste management unit(s) (WMUs).
Consequently, this is a continuing violation of the WDRs Prohibition A.2, A.4, and A.7.
Work Plan
As discussed above, there continues to be a release of landfill gas (LFG)from Module I as
reported in the newly constructed alternate and existing soil gas probes and monitoring well
MW-3. Based on this evidence, by 28 August 2017 the Discharger shall submit a revised a
work plan to reconstruct soil gas probes SG-4, -5, -7, and -9 such that they extend throughout
the entire vadose zone and monitor, independently, the zones of highest permeability. The
Discharger must evaluate the need for multiple probes at different depths within the same
borehole and construct the gas probes accordingly.
This work plan was to accompany the Annual 2016 monitoring report as discussed in the
4 November 2016 Well Installation Report submitted by the Discharger. This work shall be
completed as soon as possible but no later than 15 September 2018.
If you have any questions please call Todd Del Frate at 916-464-4737 or email him at
tdelfrate(a)waterboards.ca.qov.
a
HOWARD HOLD, P.G.
Senior Engineering Geologist
WDRs Compliance and Enforcement
Cc: Robert McClellon, San Joaquin County Environmental Health
CIWQS VI #102492
