Hazelton Avenue <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION, REVIEW OF WATER QUALITY PROTECTION STANDARD <br /> REPORT, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The Foothill Sanitary Landfill is owned by San Joaquin County Department of Public Works and <br /> operated by Foothill Landfill Inc. (hereinafter jointly known as Discharger) and is regulated by <br /> Waste Discharge Requirements (WDRs) Order R5-2015-0058 and Cleanup and Abatement <br /> Order R5-2004-0706. The WDRs requires the Discharger to submit a Water Quality Protection <br /> Standard (WQPS) Report by 31 January 2016, which was submitted on 27 January 2016. <br /> The WQPS Report is required to establish concentration limits for each landfill unit and for each <br /> monitored media including unsaturated zone, groundwater, and surface water. Staff has <br /> reviewed the WQPS Report and finds that it does not meet the intent of Provision H.7., which <br /> requires that concentration limits be specified in the report. Concentration limits for all <br /> constituents of concern shall be derived from the background well MW-4 so that interwell <br /> comparison from all of the well data can be made. To summarize, the WQPS Report failed to <br /> present a complete analysis for establishing concentration limits. This is a violation of the <br /> WDRs. <br /> By 10 March 2016 the Discharger shall resubmit the WQPS Report with concentration limits as <br /> required in Provision H.7. of the WDRs. Failure to submit a complete report meeting the <br /> requirements of the WDRs may subject the Discharger to further enforcement.
