Hazelton Avenue <br /> Stockton,CA 95201 <br /> REVIEW AND APPROVAL OF EVAPOTRANSPIRATION TEST PAD ASSESSMENT <br /> REPORT FOR FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> Central Valley Water Board staff has reviewed the Evapotranspiration Test Pad Assessment <br /> Report (Report) for the Foothill Landfill dated 4 October 2013. The Report was submitted in <br /> accordance with Cleanup and Abatement Order (CAO) R5-2004-0706 requiring the construction <br /> of a final closure cover over the crest of Module I. <br /> In accordance with CAO R5-2004-0706, the Discharger constructed an Evapotranspiration (ET) <br /> cover over the crest of Module I. The ET cover was constructed during summer.of 2006. Prior <br /> to certifying the ET cover as a "final cover" and the crest of Module I closed, the Discharger was <br /> required to monitor the infiltration of the ET cover and compare those results to a prescriptive <br /> Title 27 clay cover. Monitoring of the ET cover was conducted for five consecutive wet seasons <br /> from 2008/2009 through 2012/2013. <br /> The ET cover was constructed in conformance with the Construction Quality Assurance (CQA) <br /> Manual developed for_the Foothill Site Improvement Project. The Final CQA Report dated 24 <br /> February 2007 was submitted to the Board for review and was approved in a letter dated 20 <br /> March 2007. The approved Final CQA Report demonstrates the installation of the ET cover <br /> was constructed in accordance with the approved design plans and its performance is an <br /> acceptable final cover for the crest of Module I. <br /> Based on the data presented in the Report, it appears the ET cover meets or exceeds the <br /> predicted performance of a Title 27, prescriptive cover. As a result of the installation of the ET <br /> cover, Module I shall be considered partially closed in accordance with CAO R5-2004-0706 and <br /> Section 21120 of Title 27. The remaining side slopes of Module I have been constructed with <br /> only interim cover and considered by staff"not closed." <br /> Further expansions of the landfill will require composite liner systems in accordance with <br /> Finding 46 of the WDRs. <br /> KARL E.
