HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.orglpubworks . <br />SUBJECT: ANNUAL REPORT, FOOTHILL SANITARY LANDFILL LFG FLARE <br />SJVAPCD PERMIT N-4070 <br />Dear Mr. Brodie: <br />This Annual Report is submitted in compliance with Code of Federal Regulations (CFR) Part 40, Section <br />60.757(f) for the landfill gas (LFG) collection system at the Foothill Sanitary Landfill. This regulation requires <br />that San Joaquin County report information as described in Section 60.757 (f)(1) through (f)(6). This report <br />addresses conditions from July 1, 2013 through June 30, 2014. <br />(1) The value and length of time for exceedance of applicable parameters monitored under Section <br />60.756 (a), (b), (c), and (d). <br />There were no exceedances for this time period. Following is a description of compliance under those <br />subsections of Section 60.756: <br />(a) A sampling port and thermometer is installed at each LFG collector (vertical well of horizontal LFG <br />collector). These are monitored monthly for well head pressure, nitrogen or oxygen concentration, <br />or gas temperature. <br />(b) Does not apply: this is an open flare; this provision refers to "enclosed combustors". <br />(c) For an open flare: <br />(1) A thermocouple (heat sensing device) is installed to continuously sense and verifies the <br />continuous presence of flame, or lack thereof. This temperature is continuously displayed and <br />recorded. <br />(2) The flow rate of LFG to the flare is also continuously displayed and recorded. <br />(d) LFG is being diverted to a LFG-to-energy plant (Facility N-8247-1, N-8247-2, or N-8247-3) owned <br />by Ameresco/San Joaquin LLC (Figure 1). Ameresco/San Joaquin LLC will submit annual reports <br />for that facility. <br />(2) Landfill gas was diverted from the flare to Facility N-8247-1, N-8247-2, or N-8247-3 as follows: <br />a.From April 25 through April 30, 2014, for approximately ten hours a day. <br />b.From April 31 through the morning of May 3, 2014. <br />C. Beginning in May 4, 2014 through the end of the reporting period. <br />Diversion of LFG to Facility N-8247-1, N-8247-2, or N-8247-3 is in accordance with Authority to Construct <br />Permit No. N-4070-1-6. <br />
