Hazelton Avenue <br /> Stockton, CA 95201 <br /> REVIEW AND PARTIAL APPROVAL OF ENGINEERING FEASIBILITY STUDY FOR <br /> INSTALLATION OF MW-6, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The Foothill Sanitary Landfill is owned by San Joaquin County Department of Public Works and <br /> operated by Foothill Landfill Inc. (hereinafter jointly known as Discharger) and is regulated by <br /> Waste Discharge Requirements Order R5-2003-0020 and Cleanup and Abatement Order <br /> R5-2004-0706. Central Valley Water Board staff issued a Notice of Violation (NOV) to the <br /> Discharger on 1 August 2014 requesting the Discharger to revise their Engineering Feasibility <br /> Study (EFS) and propose additional corrective actions to remedy migrating landfill gas (LFG) at <br /> the site. <br /> The NOV also required the EFS to include a work plan to install an additional groundwater <br /> monitoring well south of future Module 2. The EFS provided a brief work plan describing the <br /> new well to be installed in similar fashion as well MW-5, located approximately 1,000 feet west <br /> of the proposed MW-6 location. The proposed well detail indicates the well will be constructed <br /> in a 6-inch diameter borehole. This borehole diameter will need to be approved by the <br /> permitting agency (San Joaquin County Environmental Health)for adequacy of annular seal. <br /> Additional construction details will be completed per Attachment 2 of the work plan and per the <br /> well construction guidelines of the permitting agency. <br /> Forty five days following development of the well, the Discharger shall prepare a groundwater <br /> well installation report that shall include the required information in the attached Monitoring Well <br /> Installation Report Guidelines. At this time, staff only approves the installation of MW-6. Once <br /> groundwater well MW-6 has been completed, the Discharger shall incorporate the well into the <br /> Monitoring and Reporting Program (MRP) R5-2003-0020 and begin monitoring the well to <br /> acquire the one year of groundwater elevations and chemical data required by Detection <br /> Monitoring Specification E.2., of the WDRs. <br /> With regard to the other issues addressed in the submitted EFS, staff and Discharger have <br /> agreed to meet during October 2014 to resolve the other components of the EFS. <br /> ('CARL E.
