STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev.4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0004 INSPECTOR: Garrett Backus <br /> SITE NAME: Foothill Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: August 23, 2006 OPERATORea <br /> - -- <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1) Area of Concern-T27 CCR 20870-Hazardous Wastes-Storage of Universal Waste. Universal wastes <br /> are stored in an open top metal bin. During the inspection, approximately 10 fluorescent tubes were stored in <br /> the bin and several were broken. The tubes were stored loose with no protection to prevent breakage. <br /> Obtain separate containers to store the fluorescent tubes and prevent breakage. Obtain a covered bin to store all <br /> universal wastes by October 2006. <br /> 2) Note: Personal Protective Equipment-Some transfer truck drivers were not wearing hard hats and <br /> reflective vests at the active face. The drivers were closing their truck rear doors. It is recommended that <br /> transfer truck drivers from all companies wear PPE while working outside their trucks at the active face. <br /> 3) Note: On July 26, 2006, an emergency waiver of permit conditions was granted to Foothill Landfill by the <br /> Environmental Health Department due to the extreme heat this summer and the related increase in livestock <br /> mortality. The permit conditions which may be waived are: daily peak tonnage,permitted traffic volume, and <br /> hours of operation. The emergency waiver is in effect for no more than 120 days. <br /> 4) Note: The facility has stayed within their permit limits for permitted tons per day and permitted traffic <br /> volume,to date. Thirty-three dead animals have been received at the landfill since July 26, 2006. <br /> 5) Note: Measured several perimeter soil gas wells for methane concentration: SG-4=0%, SG-8 =0%, and <br /> SG-11 = 13.0% (not a compliance point). <br /> 6) Note: Hours of Operation-The first transfer truck was allowed onsite at 7 am, the permitted opening time. <br /> 7) Note: Litter Control-Litter crew was picking up litter near the active face. <br /> 8) Note: Site Improvement Project(SIP)-Work on module"I"was in progress during the inspection.
