The daily cover for the site was good. The site was using both Geosynthetic Blanket (tarps) and soil. The tarps are <br />considered Alternative Daily Cover (ADC). T27CCR, Section 20690 (b) 1 (A) states that the tarps "shall be removed from <br />the waste and the waste shall be covered with new waste or approved cover materials within 24 hours of product <br />placement." Make sure that all tarps used for ADC are deployed for no longer than 24 hours. <br />3. The site is approved to reuse Construction and Demolition (C&D) waste for construction of winter pads and roads. The <br />operator of the site is allowed to collect and store C&D waste for reuse for no more than 30 days prior to construction of <br />roads or decks. The C&D waste must be stored in an area away from vegetation and vector control must be used. The <br />C&D waste used for construction purposes must be covered with rock, sand or soil within 24 hours or deployment. <br />4. The perimeter gas monitoring probes were sampled during the inspection. The site operator has some records at the site regarding training of personnel. The county has some records of <br />training of site personnel, but the date was 1998. The records need to be maintained up to date. The training provided to <br />the site personnel need to be in accordance with the Joint Technical Document for the site. Provide load checking <br />training periodically (annually) for the site personnel. <br />
