4r <br />STATE OF CALIFORNIA <br />CIWMB 3 (Rev. 4/04) <br />TMEJ4,91- <br />California Integrated Waste <br />Management Board <br />PAGE 2 OF 2 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER: 39 -AA -0004 INSPECTOR: Garrett Backus <br />SITE NAME: Foothill Landfill <br />RECEIVED BY <br />INSPECTION DATE: April 20, 2007 OPERATOR <br />COMMENTS: <br />A routine inspection was done on this day. <br />1) Violation — T27 CCR 20919.5 — Explosive Gas Control —14.0% methane was found in perimeter soil gas <br />probe SG -4, which exceeds the lower explosive limit of 5%. Repeat violation from last month's inspection on <br />March 23 when 8.6% methane was found in SG -4. <br />As required by this regulation, within 60 days of detection, implement a remediation plan for the methane gas <br />releases, place a copy of the plan in the operating record, and notify the EA that the plan has been implemented. <br />The plan shall describe the nature and extent of the problem and the proposed remedy. <br />2) Note - Reviewed the daily load check records. Records were complete and up-to-date. <br />3) Note - Reviewed the tonnage and traffic records through April 13, 2007. Records were within the permit <br />limits. <br />4) Note — Measured perimeter soil gas probes for methane concentration: SG -2, SG -6 and SG -12 contained <br />0%; SG -4 contained 14.0%, SG -1 (not a compliance point) contained 0.4%, and SG -11 (not a compliance point) <br />contained 11.6%. <br />INSPECTOR SIGNATURE: DATE: <br />
