Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />January 05, 2022 <br /> Facility Address: <br /> 930 E VICTOR RD, LODI <br /> Facility Name: <br /> VALLEY PACIFIC LODI PLANT & CARDLOCK <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The Hazardous Materials Inventory forms for the oily water were incomplete and inaccurate. The <br />hazardous categories were not reported for this material and the storage containers are inaccurately reported as <br />above ground tanks. Per Mike, the container should be a 55 gallon steel drum. <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br />of the business plan. <br />CORRECTIVE ACTIONS: The violation was corrected at the time of the inspection. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete and inaccurate. The following items need to be addressed: <br />-missing loading areas, internal roads, and storm drains <br />-the aboveground tanks are inaccurate. The site map shows five 12 thousand gallon tanks. Per the SPCC plan and <br />hazardous materials inventory, there are two 20 thousand gallon tanks. One of the 20 thousand gallon tanks is a <br />two compartment tank of 8 thousand and 12 thousand gallons. <br />-all emergency equipment are not listed on the map: spill kits and fire extinguishers <br />-the map shows a 1,000 gallon waste oil aboveground tank west of the office. Per Mike, the tank was removed. <br />-the emergency shut-off listed on the map is not specified <br />-the location of the waste drums is no longer stored south of the warehouse, the waste drums are now located at the <br />loading rack concrete pad <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: This violation was corrected at the time of the inspection. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations during the <br />inspection. All violations were corrected at the time of the inspection. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
