SAN JOAQUIN
COUNTY
Greatness grows here.
February 1, 2022
Jose Valdovinos
733 Shadowbrook Lane
Manteca, CA 95330
RE: Soil Suitability/Nitrate Loading Study
285 South Austin Road
APN: 22802048, SR0084717
Environmental Health Department
Jasjit Kang, REHS, Director
Muniappa Naidu, REHS, Assistant Director
PROGRAM COORDINATORS
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
Willy Ng, REHS
Melissa Nissim, REHS
Steven Shih, REHS
Michelle Henry, REHS
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading Study (SSNL) dated January 11, 2022 for the above noted location and has the following comments
for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the proposed
OWTS usage from the four-bedroom single family residence (SFR).
Based on the information provided the EHD can make the following findings:
a. Based on the information provided the EHD finds that the SSNL Study does not support the suitability
for standard OWTS usage for the proposed development pursuant to San Joaquin Development Title
9, Section 9-1105.2(d). The proposed OWTS usage will cause a long term buildup of Nitrate -Nitrogen
in the groundwater of 16.02 mg/L; this is above the acceptable Maximum Contamination Limit of 10
mg/L established by the California Water Resources Control Board.
b. EHD requires an OWTS designed by a California Registered Engineer. Submit engineered OWTS
design plans under a service request form to this department. The design must mitigate the excessive
long term buildup of Nitrate -Nitrogen in the groundwater from the proposed OWTS usage (OWTS
Standards Section 7.1).
c. Annual operating permit is required, Fee for annual operation permit is due at time of OWTS permit
application (OWTS Standards Section 2.10).
d. Percolation test conducted on January 5, 2022 yields a percolation rate of 6.67 min/inch. At this rate
an 8' soil separation is required between bottom of dispersal field and groundwater (San Joaquin
County OWTS Standard Table 1.10.2). Groundwater is reported at 20-25 feet below surface.
If you have any questions please contact Aaron Gooderham, Registered Environmental Health Specialist,
REHS, at agooderham@sjgov.org or (209) 616-3062.
Steven Shih, REHS
Program Coordinator
CC: Rudy Xavier Baca, 633 Pioneer Ave. Lathrop, CA 95330 MA
Baez Geotechnical Group, 2060 Colorado Ave, STE B, Turlock, CA 95382
1868 E.
