Eastern San Joaquin Groundwater Basin Groundwater Management Plan <br />Northeastern San Joaquin County Section 3 <br />Groundwater Banking Authority 80 Basin Management Objectives <br />• Monitoring and science programs focused on the source and migration of saline <br />groundwater; <br />• Development of operations criteria for protection against prolonged droughts and the <br />prevention of Basin mismanagement; and <br />• Development of sufficient local and outside revenue sources to meet Basin MO #2. <br />3.3 Surface Water Quality and Flow <br />Management Objective #3: Surface Water Quality <br />Minimize impacts to surface water quality and flow due to continued Basin overdraft and <br />planned conjunctive use. <br />Groundwater Management Plan elements contributing to the success of Basin MO #3: <br />• Utilization of surface water supplies when available in a regional groundwater recharge <br />program or conjunctive use program that is sensitive to downstream users and the <br />environment; <br />• Avoidance or mitigation of projects that detrimentally affect surface water quality and <br />flow; <br />• Increased understanding of the interaction between surface water and groundwater <br />through basin-wide monitoring and science programs; <br />• Regular updates to the Eastern San Joaquin County Groundwater Model as new data <br />becomes available; and <br />• Development of sufficient local and outside revenue sources for projects and programs <br />to meet the Basin MO #3. <br />3.4 Inelastic Land Subsidence <br />Management Objective #4: Water Quality <br />Prevent inelastic land subsidence in Eastern San Joaquin County due to continued groundwater <br />overdraft. <br />Groundwater Management Plan elements contributing to the success of Basin MO #4: <br />• Continue to monitor observations of datums and bench marks in order to assess if an <br />inelastic land subsidence problem exists in Eastern San Joaquin County; and <br />• Should problems exist, the Authority will re-evaluate the need for inelastic land <br />subsidence monitoring and prevention programs.
