Eastern San Joaquin Groundwater Basin Groundwater Management Plan <br />Northeastern San Joaquin County Section 8 <br />Groundwater Banking Authority 120 Integrated Conjunctive Use Program <br />the Reservoir to Bellota would be re-diverted to the SEWD water Treatment Plant, Mormon <br />Slough, Potter Creek, Mosher Slough, the Lower Calaveras River, and potentially the proposed <br />Alliance Canal for beneficial use or direct groundwater recharge. Evaporation is potentially a <br />major concern for shallow large surface area reservoirs; however, the operation of the proposed <br />Duck Creek Reservoir would completely drain Duck Creek Reservoir to maximize use in <br />anticipation for the next season’s divertible flows. Evaporation rates for the duck creek area are <br />shown in Figure 8-9. <br /> <br />Figure 8-9 Duck Creek Reservoir Evaporation Rates <br /> <br />Lower River Diversions – Non-Structural and Structural <br />The water right application includes diversions along the lower Mokelumne River from below <br />Camanche Reservoir to Interstate 5. Non-Structural implies the use of existing facilities with <br />minor improvements. Under the non-structural alternative, NSJWCD existing diversion pumps <br />and irrigation systems could be used to maximize recharge and in-lieu distribution. Additionally, <br />the new Woodbridge Dam when completed will be able to supply the WID canal system year <br />round, thus enabling groundwater recharge from Lodi to north Stockton. Structural alternatives <br />consist of new diversion structures such as check dams, pump stations, and fish screens where <br />flows would be diverted to supply direct recharge facilities or irrigation in-lieu deliveries. A <br />diagram of the structural lower river diversion schematic can be seen in Figure 8-10. <br />During the course of Phase I, numerous agencies from the regulatory community warned that <br />the MRWPA would be vulnerable to legal opposition because other less environmentally <br />damaging alternatives to reversing the historic overdraft in Eastern San Joaquin County (i.e. <br />agricultural and urban water conservation, water recycling, tiered water rate systems, etc.). <br />To evaluate the alternatives carried forward, the MRWPA developed the MORE Model of the <br />Mokelumne River System based on the EBMUDSIM proprietary software package. Figure 8-11 <br />is a schematic of the MORE Model.
