OBSERVATION: The monitoring plan is not current. The leak detector for the 87 underground storage tank(UST) is incorrectly reported in CERS as a Red Jacket FX1 V. The leak detector observed on site at the time of the inspection for the 87 UST was a VMI 99LD2000. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 205 CCR 2712(i) Failure to have current UST Monitoring Plan readily accessible at the facility. OBSERVATION:An approved and accurate copy of the 87 UST monitoring plan was not available for inspection. REGULATION GUIDANCE:A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: Immediately update the 87 UST monitoring plan in CERS and retain a copy of the monitoring plan on site. This is a repeat violation, Class II. 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. OBSERVATION: The designated operator failed to check and note the correct test dates for the secondary containment testing on the 04/08/22 and 05/06/2022 designated operator inspection reports. The secondary containment test dates are incorrectly documented as 04/04/2019. The correct date for the secondary containment test is 03/30/2022. REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. This is a repeat violation, Class II.
