Macarthur Drive, Tracy <br /> 95376 <br /> [nspector Also Present(Name) <br /> Tadese Gebrehawariat Isee Listing Below <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> x Nib !dations or`'Areas aCoacern <br /> Rpulationi' , <br /> wo <br /> Inspection Report Ctamrnerits .,. ,,.',. � .,., , <br /> Pursuant to the Public Resources Code (PRC), Section 44009, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted a pre-permit inspection at Tracy Material Recovery and Transfer facility,with the <br /> LEA. <br /> Also present during the inspection were: Christine Karl-CalRecycle, Natalia Natalia Subbotnikova- LEA, and Kurt Duren <br /> - Facility Human Resources/Safety Compliance Manager. <br /> - No violation and no area of concern was noted during this inspection. The composting operation was consistent with the <br /> applicable State Minimum Standards (SMS). The operation was also in conformance with the governing Solid Waste <br /> Facility Permit(SWFP). <br /> -The operation of the receipt of the feedstock(green and wood waste materials)appeared to be proceeding well. The <br /> area dedicated for the windrow composting operation appeared adequate. There was a medium size pile of the <br /> feedstock material at the designated tipping area. There were also two piles of chipped and ground wood waste mulch at <br /> the area. CalRecycle staff and the LEA observed numerous windrows, most of which were said to be in the last phases <br /> of the process. The windrows are numbered and dated. We checked the windrow temperatures, most of which were in <br /> the 130 to 138 degrees Fahrenheit range. The Safety Compliance Manager stated that liquids and compost leachate <br /> from the evaporation pond is spread over the windrows to maintain moisture content between 30-40%. The final <br /> compost product was in the curing phase and the Safety Compliance Manager stated that the product is sold in bulk. <br /> -Records Review: <br /> -The records indicated that the operator maintains windrow temperatures of 140-160 Degrees Fahrenheit during the <br /> pathogen reduction phase of the process. <br /> -The records indicated that the windrows are turned up to seven times during the pathogen reduction phase. <br /> -The Safety Compliance Manager stated that they send compost samples to a laboratory on a quarterly basis. <br /> -The laboratory results for the second quarter 2013 sample analysis indicated that the metal concentrations in the <br /> samples(Title 14, CCR, Section 17868.2)were within the acceptable maximum concentrations (actually well below). <br /> The results for the Pathogen Reduction (Title 14, CCR, Section 17868.3)indicated that the density of fecal coliform and <br /> density of Salmonella sp. did not exceed the maximum acceptable pathogen concentrations, as specified in the <br /> regulation. <br /> IMPROVEMENT NEEDED: <br /> When CalRecycle staff arrived on-site,we detected strong objectionable odor coming off from the compost operation <br /> area. Later,the Safety Compliance Manager explained that the odor was from the liquids that were obtained from the <br /> evaporation pond to spread over the compost windrow that was about to be turned with the Scarab. The Safety <br /> Compliance Manager also stated that the pond is aerated. However,judging from the odor that was emitted during the <br /> activity, it is recommended that additional measures be taken to find solution to the condition of the pond by either <br /> additional aeration, or other means. The organic load in the pond might be too high,which would increase the biological <br /> oxygen demand (BOD)in the pond. <br />
