Hazelton Avenue <br /> Stockton, CA 95201 <br /> Dear Mr. Lau: <br /> Thank you for the opportunity to have met with San Joaquin County Planning and Public Works, <br /> staff to discuss the above referenced project. Upon further review of the ADT Automotive Traffic <br /> Study, Final Report dated March 20, 2000, Caltrans offers the following comments for your <br /> consideration: <br /> • Under cumulative conditions traffic generated by the proposed project will require the project <br /> proponent to contribute its "fair share" to a PSR and any improvements that are needed to the <br /> I-580/Patterson Pass Road and I-205 / Mountain House interchanges when required by the. <br /> County. <br /> • When the PSR is.required, the project level forecast will need to be based on a 20-year <br /> forecast from the proposed Construction Year(the year any improvements are completed). <br /> • Caltrans recommends as part of the next County General Plan update that specific policy <br /> language be included to address appropriate mitigation regarding California Transportation <br /> Commission (CTC) approval and requirements for Project Study Reports. Based on an <br /> updated General Plan, the analyses of proposed and approved development, and any resultant <br /> increases in traffic that will impact the adjacent State freeways and interchanges, will also <br /> need to be updated. <br />
