Prior to approval of any discretionary application, the developer shall: <br /> 1. Identify and mitigate traffic impacts, including those adjacent to the 1-580 and 1-205/Patterson <br /> Pass Road interchanges and have Caltrans approval on a Project Study Report; and <br /> 2. Submit an infrastructure plan for provision of water and wastewater treatment, with <br /> commitment(s) from service providers. <br /> Caltrans has determined that a Project Study Report(PSR) is not required at this time. However,.a PSR <br /> will be required in the future, and the developer is required to pay his fair share of the future PSR (see <br /> Traffic). The Special Purpose Plan Amendment includes an infrastructure plan for water and wastewater <br /> treatment. The applicant has entered into an agreement with the City of Tracy for provision of those <br /> services. <br /> Traffic <br /> A traffic study prepared by Korve Engineering and reviewed by the Department of Public Works indicated <br /> that the project will generate up to 4,714 passenger car equivalent daily trips. The study concluded that the <br /> traffic generated by the project would not impact any intersections. All nearby intersections would continue <br /> to operate at Level of Service (LOS) C or better, and all freeway segments would continue to experience <br /> LOS D or better. The analysis then examined impacts on intersections and roadways assuming year 2020 <br /> cumulative development conditions. The study identified cumulative impacts, mitigation measures, and the <br /> applicant's fair share of those mitigation measures. The Department of Public Works recommends that the <br /> applicant shall comply with all the mitigation measures identified in the Traffic Study by Korve Engineering <br /> dated July 14, 2000. The applicant shall pay his fair share for roadway improvements as identified in Table <br /> 6 of the Traffic Study prior to the release of building permits. The fair share amounts to$355,920.00. (See <br /> the attached Public Works Conditions of Approval.) <br /> As noted above, Caltrans has asked that the applicant be required to pay his fair share toward a PSR and <br /> any improvements that are needed to the 1-580/Patterson Pass Road and 1-205/Mountain House <br /> interchanges when required by the County. The Department of Public Works recommends that the <br /> applicant pay his fair share of the PSR for the Interstate 205/Mountain House Parkway and the Interstate <br /> 580/Mountain House Parkway interchanges. The fair share of 11 percent amounts to $8,800.00. <br /> Improvements needed to the interchanges, based on a 20-year forecast, were identified in the July 14, <br /> 2000, Korve study. The applicant's fair share of the cost of those improvements are included in the <br /> $355,920.00 figure discussed above. <br /> During review of the project,the Department of Public Works received specific critical comments(prepared <br /> by Optrans traffic consultants) from the Mountain House Community Services District regarding the <br /> County's traffic study. Those comments and Public Works'responses are attached to the August 25,2000, <br /> letter from the Department of Public Works. <br /> Storm Drainage <br /> A storm drainage study was prepared by Kier and Wright Engineering and reviewed by Public Works: <br /> A portion of the existing business park uses an existing 20-acre-foot detention basin. The ADT Auto <br /> Auction site plan proposes to construct a series of ten-foot-wide vegetative swales that would drain the <br /> project parking areas into the detention basin. The natural swale of Patterson Run and Drainage"A" ' <br /> would drain into Area"C"(Figure 11). A third natural drainage in the northern part of the site(Drainage <br /> "B")would not be modified and would not accommodate any storm waters from the developed project. in <br /> order to maintain the existing peak flows in the drainage swale after the ADT auto auction project has <br /> been completed, the existing detention basin will be increased from 20 acre-feet(AF)to 54 AF. <br /> San Joaquin County PP-99-2, DA-90-11Tracy Industrial <br /> Community Development Page 5 <br />
