Item No. 6 <br />PC: 6-19-80 <br />5-80-12 <br />Page 2 <br />REFERRALS AND REPLIES <br />- Lockeford Community Service District -- "The Lockeford Community Services <br />District took possession of 50.6 acres of real property at the southwest <br />corner of Brandt Road and Tully Road in late 1978 in order to construct <br />its sewage facilities serving the inhabitants of the District. The <br />District has now constructed those facilities and they are in operation. <br />The District has a substantial investment in the land and in this facility. <br />One of the reasons for locating the sewage facility at its present site was <br />to remove its sewage treatment plant from the settled area of the town site <br />of Lockeford. Some people would find it offensive to live or work nearby to <br />this sort of facility. The approval of the subdivision of property immediatel} <br />to the west of. the District's property may subject the District to criticism <br />by those persons who decided to purchase parcels on the Teresi property if it <br />is subdivided. The District intentionally located its plant in an area which <br />was not only agricultural in character, but was designated as agricultural <br />by the San Joaquin County General Plan. <br />Therefore, it is the Lockeford Community Services District's recommendation <br />that this 18 lot subdivision not be approved." <br />- Office of Planning and Research -- The State Clearinghouse is concerned with <br />the Negative Declaration. There is a lack of discussion of mitigation and <br />consequences of loss of 189 acres of productive agriculture. If a conflict <br />with adopted environmental plans and goals of the community occurs, there <br />will be a significant effect on the environment. <br />REFERRALS FROM THE USE PERMIT <br />- Building Department -- Requires plot plan signed by Planning Department, <br />Public Works, San Joaquin Local Health District, plans and inspections. <br />- Public Works -- The site would not be subject to flooding from an intermediate <br />regional flood. The site is located within the Master Drainage Plan Study <br />Area and would not be subject to a Drainage Trust Fund Fee. Victor Road and <br />Brandt Road both have existing right-of-way widths of 60 feet, and a planned <br />right-of-way width of 60 feet. If approved, right-of-way over Bear Creek <br />should be deeded to Flood Control District. Property use planning considera- <br />tion - if approved subsequent subdivision imprints, road alignment and <br />right-of-way widths, and road imprints alignment existing County roads, and <br />conditioned accordingly. Recommendations: The Department of Public Works <br />has no recommendation as to the disposition of this application. <br />- Local Health District -- Must meet the rules and regulations of San Joaquin <br />County Ordinance No. 549, if used for residential development. <br />- Pacific Gas and Electric Company -- We have no objections to the proposal; <br />however, we do have the following comments: First, we request that 10 foot <br />PUE's be provided along the street sides of all lots. Second, any relocation <br />or undergrounding of our existing 12 KV line along the westerly boundary line <br />
