The following is an itemized list of hazardous materials violations that have not been <br /> addressed for METAL FINISHING SOLUTIONS - STOCKTON CA as of January 26, <br /> 2022. <br /> Open violations from July 20, 2021 inspection <br /> Violation#5-Failed to electronically submit hazardous materials inventory for all reportable materials on <br /> site. <br /> OBSERVATION: The following materials were found on site that have not been reported to CERS. <br /> 1. Two 250-gallon totes and three 55-gallon drums storing and labeled as hazardous waste, "Cleaning Compound <br /> Sludge,"and "RQ, UN3266,Waste Corrosive Liquid, Basic, Inorganic, NO.S., 8, PG-III (Sodium Disillicate, Sodium <br /> Hyrdoxide)." <br /> 2.A 55-gallon blue poly drum labeled as"Rinse Water Filters"and"Non-RCRA Hazardous Waste, Solid <br /> (Aluminum)," but storing what appeared to be liquid and city water treatment resin (beads), according to Chad Yelm, <br /> Production Manager. <br /> 3. Seven 55-gallon unlabeled blue poly drums storing possible hazardous waste,two drums of which were also <br /> storing city water treatment resin (beads)according to Production Manager Chad Yelm,were observed near the <br /> south-east corner of the west warehouse. The seven unlabeled drums were stored next to one 55-gallon blue poly <br /> drum labeled as"Rinse Water Filters"and"Non-RCRA Hazardous Waste, Solid (Aluminum),"but storing what <br /> appeared to be liquid and city water treatment resin (beads). The seven unlabeled drums were also next to three <br /> 55-gallon blue poly drums storing and labeled as hazardous waste, "Cleaning Compound Sludge,"and"RQ, <br /> UN3266, Waste Corrosive Liquid, Basic, Inorganic, NO.S., 8, PG-III (Sodium Disillicate, Sodium Hyrdoxide)." <br /> 4. Over 1200 cubic feet of argon was found on site that has not been reported to CERS. <br /> REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the <br /> facility's business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> ------------------------------------------------------------------------------------------------------------------------------------------------ <br /> OBSERVATION: The Hazardous Materials Inventory forms for Hydrochloric Acid 15-37%, Sodium Hydroxide 1-50% <br /> aqueous solution, and Diesel Fuel No. 2,were not complete. <br /> 1. The max daily amount for Hydrochloric Acid 15-37% is inaccurately reported on CERS as 110 gallons.At least <br /> sixteen 55-gallon drums,or 880 gallons, of Hydrochloric Acid 15-37%was observed on-site. <br /> 2. The max daily amount for Sodium Hydroxide 1-50%aqueous solution is inaccurately reported on CERS as 110 <br /> gallons.At least twenty 55-gallon drums, or 1100 gallons, of Sodium Hydroxide 1-50%aqueous solution was <br /> observed on-site. <br /> 3. The max daily amount for Diesel Fuel No. 2 is 100 gallons and the largest container amount is 120 gallons.The <br /> max daily amount cannot be less than the size of the largest container. <br /> REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br /> of the business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 1 of 1 <br />
