§ 1.0 INTRODUCTION <br />Mr. Andrew Sephos, co-owner of Seray Investment Company is proposing to subdivide an 8.86 <br />acre property into four Parcels, as referenced on the Title Page and illustrated on the attached <br />Tentative Map. Proposed Parcels 1 through 3 are currently in open farmland, while proposed <br />Parcel 4 contains an existing single family residential (SFR) structure. <br />An October 25, 2021 Conditions of Approval Directive from the San Joaquin County <br />Environmental Health Department (OLD) specified that both a Soil Suitability Study (SSS) and <br />a Nitrate Loading Study (NLS) be completed for this project. Mr. Sephos submitted a formal <br />request to EHD, dated December 1, 2021 (Appendix D) requesting to forego the NLS and <br />complete only the SSS. This request was granted based upon the premise that a future purchaser <br />of any of the three open Parcels, or a Proposed accessory unit dwelling on the homesite Parcel, <br />must complete an NLS for that specific Parcel upon filing an Application. If it is determined the <br />nitrate loading criteria is exceeded, a CA registered civil engineer must mitigate the nitrate <br />loading to an acceptable extent through engineered design. <br />Therefore, to satisfy the requirements of the EHD, this Soil Suitability Study presents the <br />findings regarding the soil characteristics and groundwater under the subject property. <br />Percolation testing was completed on all four proposed Parcels to determine if the soils <br />underlying the property are acceptable for the proper operation of an onsite wastewater treatment <br />system (OWTS) which will function as intended for its anticipated lifespan and thus deeming the <br />Parcels "buildable." <br />This report provides analysis and recommendations based upon the environmental criteria <br />encountered in this study. This report is in compliance with the requirements for a Soil <br />Suitability Study under Development Title Section 9-1105.2 of the San Joaquin County <br />Ordinance Codes. <br />Within the text of this Report, bolded Section (§) numbers are referenced at the beginning of an <br />applicable sentence, paragraph or paragraphs, or Appendices that correspond with the EHD <br />Requirements Checklist for a Soil Suitability Study. <br />§ 2.0 SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br />§ 1.1, 1.2, 2.1 As referenced, the purpose of this project was to subdivide an 8.86 acre Parcel into <br />four Parcels denoted as Parcel 1, 2, 3 and 4, with proposed Parcel 4 having an existing SFR. The <br />proposed acreage for each Parcel is referenced in Table 1 on Page 3. A domestic well and septic <br />system serve this structure. The open farmland was planted in almond trees, which were recently <br />removed. <br />§ 3.7 Parcel orientation is denoted on the Tentative Map found in Appendix A, produced by <br />MCR Engineering of Manteca, CA. <br />The project site has level terrain; consequently, there will be no need to incorporate design <br />considerations for slopes within the effluent disposal area. <br />Page -1- <br />Chesney Consulting
