Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />January 31, 2022 <br /> Facility Address: <br /> 166 FRANK WEST CIR, STOCKTON <br /> Facility Name: <br /> VALLEY PACIFIC PETROLEUM SERVICES <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The Hazardous Materials Inventory forms for all chemicals were not complete. Obsolete Federal <br />Hazard Categories were submitted on the chemical inventory. Un-select the obsolete federal hazard categories and <br />add the new ones using updated Safety Data Sheet (SDS). The used oil has a max daily amount of 110 gallons and <br />largest container size is 55 gallons. The used oil tank is 500 gallons. The max daily amount for used oil should be <br />500 gallons with the largest container size being 500 gallons. <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br />of the business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This violation was corrected on site. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map was not complete as part of the business plan. The site map is incomplete because <br />the chemical locations were not identified on the site map for grease, solvent, anti freeze and oil in the ware house. <br />All chemicals listed on the chemical inventory should be identified on the site map. The evacuation staging area is <br />not identified on the site map. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This violation was corrected on site. <br />This is a minor violation. <br />FA0006289 PR0519335 SC001 01/31/2022 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 2 of 4 <br />1868 E.
