<br />Septic tank, chemical toilets, cesspools, or sewage seepage pits shall be pumped
<br />only by licensed septic tank pumpers as specified in the California Health and
<br />Safety Code. All septic pumpers shall file with the health officer or his / her
<br />duly authorized representative, by the 12'h day of the following month a report
<br />on forms approved by the Environmental Health Division showing each and
<br />every premises where septic tanks, chemical toilets, cesspools, or sewage
<br />seepage pits are pumped, the gallonage pumped, and the location where
<br />cleanings are disposed. All effluent pumped from septic tanks shall be disposed
<br />of only at disposal sites approved by the Directory of the Environmental Health
<br />Division.

<br />It is unlawful for any person or firm to carry on or engage in the business of the
<br />cleaning of septic tanks, chemical toilets, cesspools or sewage seepage pits or to
<br />dispose of the cleanings therefrom in any city, town, county, or city and county
<br />unless he or she or it shall hold an unrevoked registration issued by the local
<br />health officer or his or her duly authorized representative of the city, town,
<br />county, or city and county for the carrying on of the business.

<br />Registration shall be issued only after a satisfactory examination by the health
<br />officer or his or her duly authorized representative covering the equipment to be
<br />used, the applicant's knowledge of sanitary principles and of the laws and
<br />ordinances affecting human health or nuisances, and the reliability of the
<br />applicant in observing sanitary laws, ordinances and directions, and in selecting
<br />laborers and employees who may clean out septic tanks, chemical toilets,
<br />cesspools and sewage seepage pits without endangering human health or
<br />comfort; and only after examination of the place or places and manner of
<br />disposal of the cleanings proposed by the applicant.

<br />(a) Applicants may be registered under any terms, conditions, orders, and
<br />directions as the health officer or his or her duly authorized representative
<br />may deem necessary for the protection of human health and comfort. Each
<br />health officer and his or her duly authorized representative may require any
<br />and all persons who are registered with the health officer to clean septic
<br />tanks, cesspools, or sewage seepage pits or to dispose of the cleanings
<br />therefrom, to file with the health officer at any time and at any frequency or
<br />intervals as the health officer or duly authorized representative may desire, a
<br />statement specifying all of the following:
<br />(1) The name and address of the owner or tenant of each and every one of the
<br />premises where a septic tank, cesspool, or sewage seepage pit has been
<br />cleaned out by the registrant or his or her employees or by others on his
<br />or her behalf and the date of each cleaning.
<br />(2) The location where the cleanings are disposed of and by whom.
<br />(3) Discharges of waste that may result in violation of laws or ordinances
<br />required to be known by the registrant pursuant to Section 117420.
<br />(b) The health officer may require the statement to be sworn to before a notary.
<br />(c) Any and all persons registered with the health officer to clean septic tanks,
<br />cesspools, or sewage seepage pits, or to dispose of the cleanings therefrom,
<br />shall also provide a statement as required pursuant to paragraph (3) of
<br />subdivision (a) to a regional board as defined pursuant to Section 13050 of
<br />the Water Code.

<br />Violation of any of the provisions of this article or of any order or orders of a
<br />health officer made pursuant to this article for the protection of human health
<br />and comfort shall constitute a misdemeanor and shall be punishable by a fine of
<br />not less than two hundred dollars ($200) for each offense or by imprisonment
<br />for not less than thirty (30) days or by both the fine and imprisonment.
<br />San Joaquin Local Health District Regulations (SJLDR) Section (3)
<br />YARD SANITATION: Registration shall not be granted to any person who
<br />fails to operate his cleaning business from a permanently established location.
<br />Changes of the registrant's address shall be reported to the Health Department
<br />within 10 days. If the business address is different from that used for storing his
<br />pumping vehicles and equipment, such yard address or location shall be given
<br />when applying for a certificate of registration at the Health District. The Health
<br />Officer shall inspect the premises where pumping vehicles and equipment are
<br />stored for the purpose of determining whether or not health hazards or nuisances
<br />exist at such location.

<br />IDENTIFICATION OF VEHICLES: The name and address of the registrant
<br />shall be legibly affixed, in a conspicuous place, on both sides and rear of the
<br />vehicle in letters at least three (3) inches in height; the registration number
<br />currently assigned by the Health District shall be similarly affixed in figures at
<br />least six (6) inches in height. Registration numbers assigned by other
<br />jurisdictions will be honored but must be registered in San Joaquin County.

<br />EQUIPMENT STANDARDS: Equipment shall comply with the following
<br />standards:
<br />A. Tanks: All tanks used for hauling sewage shall be of metal construction,
<br />welded, riveted or both, shall be watertight and fitted with watertight covers
<br />or manholes. All valves on tanks shall close tightly without difficulty and
<br />shall be operated from the valve itself and not by remote control. Outlets
<br />shall be at the bottom rear of tank; no side -delivery outlets shall be
<br />permitted.
<br />B. Pumps shall be of such construction and in such condition that there is no
<br />leakage, spillage or splashing.
<br />C. Hoses: Each vehicle shall be equipped with necessary hoses, both for
<br />pumping and cleaning of equipment. The pumping hose shall be fitted with
<br />a watertight connection to the pumping unit. The cleaning hose shall be
<br />fitted with a watertight connection to the pumping unit. The cleaning hose
<br />shall be long enough to adequately clean up spillage; the operator shall not
<br />use the customer's hose for this purpose. All pumping hoses shall be
<br />cleaned out into the sewage unit being cleaned.
<br />D. Racks: All racks attached to the truck for carrying equipment shall be made
<br />of metal.
<br />All parts of truck and equipment shall be easily cleanable. No pockets where
<br />accumulations can gather shall be permitted.
<br />San Joaquin County Onsite Wastewater Disposal Standards (OWDS)
<br />Section 11.1
<br />Chemical toilet facilities shall provide sufficient space for comfortable use. A
<br />minimum area of eight (8) square feet, with a minimum width of two and one
<br />half (2 ''/z) feet, shall be provided for each toilet seat. A minimum area of ten
<br />(10) square feet, with a minimum of two and one half (2 %) square feet shall
<br />required when a urinal is included. Sufficient additional space shall be included
<br />if handwashing facilities are within the facility.

<br />Toilets shall be designed, constructed and maintained so as to prevent the access
<br />of flies to the excreta.
<br />OWDS 11.3
<br />The inside surface of all toilets shall be of durable, nonabsorbent material,
<br />smooth, easily cleanable, and finished in a light color.
<br />OWDS 11.4
<br />The toilets shall be ventilated and provided with self-closing doors, lockable
<br />from the inside.
<br />OWDS 11.5
<br />The tanks for chemical toilets, shall be constructed of durable, easily cleanable
<br />material. Tank size shall be sufficient to contain the initial chemical charge and
<br />provide capacity for at least one day's use for forty persons. Size and
<br />construction shall be such as to prevent splashing on the occupant, field or road
<br />while being transported. A minimum tank capacity of forty gallons shall be
<br />installed in the toilet.

<br />Chemicals capable of controlling odors and liquefying solids, shall be used in
<br />chemical toilets.
<br />OWDS 11.7
<br />Disposal of contents of chemical toilets shall be into a water pollution control
<br />plant; a copy of the permit to dispose of waste at water pollution control plant
<br />must be on file in the Local Health District prior to the rental of any toilets in
<br />San Joaquin County.
<br />OWDS 11.8
<br />Toilets shall be maintained in a clean and sanitary manner, free of odor and
<br />stains.
<br />OWDS 11.9
<br />Each chemical toilet must be identified with the name of the company and a
<br />number. The lettering shall be at least three (3) inches in height.

<br />Toilets must be stored at a site approved by the Local Health District.
