ZONING <br /> EXISTING: <br /> The entire site is currently zoned R-1, Single Family District. <br /> IMPACTS: <br /> The proposal would require a rezoning of 76.3 acres from R-1 to <br /> R-2. <br /> MITIGATION: <br /> Rezoning the 76.3 acres from R-1 to R-2 would mitigate zoning <br /> conflicts. The development proposed for the R-2 area would be as <br /> compatible with adjacent uses as would be permitted by the current R-1 <br /> zoning. <br /> LAND USE <br /> EXISTING: <br /> The present use of the site is for agriculture, or more <br /> specifically, oat hay production. Adjacent uses north of the site are <br /> agricultural and light industrial . To the south and to the west is the <br /> Van Buskirk Municipal Golf Course. East and adjacent to the site the <br /> land is vacant, but appears to have been used for agriculture recently. <br /> Further toward the east are single family residences, a public Housing <br /> Authority duplex development, John Marshall Junior High School , and <br /> Taylor Elementary School . <br /> According to the Soil Conservation Service (SCS) , soils at the site <br /> are rated as prime agricultural land and are ". . .among the best soils in <br /> the county. On the other hand, the site is within an area already <br /> reserved for urban expansion and, therefore, is in compliance with the <br /> City's long range plans for orderly expansion (Michael Niblock, personal <br /> conversation) . <br /> IMPACTS: <br /> The SCS has identified that the project ".. .will eliminate 157 <br /> acres of prime farmland from the production of food and fiber." They <br /> also predict that the project ". . .will result in encroachment into rural <br /> acres and will probably result in curtailment of some agricultural <br /> practices in the surrounding rural area." (See Appendix C-40) . <br /> The San Joaquin County Agricultural Land Preservation Study [4, pp. <br /> 49 - 531, describes the loss of agricultural land this way: <br /> "San Joaquin County's urban centers are all located on . <br /> the best soils for agriculture. This was almost unavoidable, <br /> because such soils cover almost all of the County ." <br /> 19 <br />
