Assistant Superintendent, includes in his letter, (Appendix C-51)2 "That
combination of developments could result in the addition of
approximately 1,230 children, or 4.75% of the current enrollment in
Stockton Unified School District. The District does not have the
physical capability to handle that size of growth."
The District and the Stockton City Council have recently adopted an
ordinance providing for a school impaction fee to be paid on each
newly-constructed residential unit. The fee is collected when the
building permit is issued and is based upon $280.00 per bedroom in each
residential unit. The resulting funds may be used for temporary
classrooms only.
The project as planned will consist of a variety of dwelling types
containing 1, 2, 3, and 4 bedrooms, and when fully implemented, will
provide the district a total of approximately $962,080 in such impaction
fees. This amount is based upon an estimate of the number of each
dwelling type proposed for construction in the project, as follows:
IMPACTION
TYPE OF D.U. TOTAL NO. 1-BR. 2-BR. 3 BR. 4-BR. FEE
Condo 300 124 176 $133,280
Townhouse 700 474 226 455,280
Half Plex 206 96 110 146,160
0-Lot Line 172 69 103 125,160
Conventional 122 _ 31 61 30 102,200
TOTAL 1,500 124 846 500 30 $962,080
As noted above, these fees may be used for temporary classrooms
only, and Karen Manning, Facilities Planner for the District, has
advised that it may be of more benefit to the District if the developer
would consider providing a site for school purposes in lieu of a part of
the fees (telecon). The value of such a site should be negotiated by
the developer and the District.
MITIGATION:
The applicant should investigate the feasibility of providing a
school site as part of the impaction fee, or be responsible for the cash
payment of the total fees as they become due.
Solid Waste Disposal - The project would require no specific
modification of existing facilities. Theoretically, the project would
tend to influence which landfill disposal sites would receive more
intense use to the relief of other landfill sites in the county. The
effect of the project would be to shorten the useful life of certain
landfill sites while possibly extending the life of others.
2. Dr. Bachelor assumed 750 students would be generated by Golf
Course Terrace.
29
