Complaint has a complaint number with San PRESTO <br />Joaquin County Code Enforcement (CS-2102388). Called Juanita Huerta at code <br />enforcement to see if there is more information regarding the complaint. Left her a <br />voicemail. <br />Checked DTSC Hazardous Waste Tracking page to see if there was any wastes <br />generated or an active EPA ID number at this facility. All that came up were <br />inactive. <br />01/11/2022 Saved photos into shared drive. Looked up information for Junk Patrol in Tracy. <br />Could not find any information for them. Tri Valley Junk comes up. Junk Patrol <br />website doesn't show locations. Created CalEPA complaint through Environmental <br />Complaint System (#COMP-52851). <br />01/11/2022 On site 1/11/2022 for complaint inspection. Spoke with Luis, owner of Al-Pro <br />Mobile regarding the complaint of oil leakage. Luis walked me over to an area that <br />had oil staining on the asphalt. Per Luis the complaint is probably for this rather <br />large oil spill that is part of the business next to his. The business next to his has <br />the name of Junk Patrol listed outside the building. Luis stated that the spill was <br />from 5-gallons buckets but the business cleaned the spill this past weekend. <br />Absorbent was observed around the area of the staining. Approximately 40 <br />television monitors were observed bundled together on pallets and approximately <br />16 used tires were observed in the area of the oil stain. A Junk Patrol vehicle with <br />"Patrol" and part of the phone number redacted was observed next to the spill <br />location. Universal waste observations were reported to CalEPA via their <br />Environmental Complaint System. <br />Al-Pro Mobile was observed to be a hazardous waste generator - used oil only - <br />generator and will be added to San Joaquin County's permitted hazardous waste <br />generators. Per Al-Pro Mobile employee Carlos, Luis left the facility to do other <br />errands and may be back later today.
