Met BACKUS <br />facility director Raymond Sanchez on-site. I observed the following: <br />empty drums and totes that are taken to client sites and filled with hazardous <br />waste. <br />hazardous waste in containers in transit less than 10 days. <br />degreaser and motor oil in amounts below Haz Mat Business Plan threshold <br />amounts. <br />one open 275 gallon tote of white solid labeled "non-hazardous waste solid <br />(hurrican unit washout)". <br />I asked for the hazardous waste determination information for the hurrican unit <br />washout and Wade Riddering of the facility emailed me analytical data (metals, <br />fish bioassay and pH) for Cullet and Quench Water. The Quench Water was <br />transferred from totes into a tanker and hauled off-site using non-hazardous waste <br />manifest NH-619212, dated 10-13-21. The Cullet remains on-site in the tote <br />labeled "hurrican unit washout". <br />Roy Williams, City of Stockton Fire Inspector, during his inspection on October 13, <br />2021, found one open 275 gallon tote of oily liquid stored on-site. Raymond <br />Sanchez explained today that the tote was filled with rinsate from a liquid tanker <br />truck that contained oily water. The truck was rinsed out on-site into the tote and <br />then the tote contents was reloaded into a second truck. Raymond provided an <br />uniform hazardous waste manifest for the waste, state waste code 223, manifest <br />number 016136963FLE, generator date 10-5-21, designated facility date 10-15-21. <br />This site is an Exempt Transfer Facility, as defined in Title 22 California Code of <br />Regulations section 66263.18, and may be in violation of the conditions of this <br />section. At this facility they are rinsing hazardous waste (state waste code 223) <br />from a truck into a tote. The tote contents are reloaded into another truck. The <br />waste is considered in transit before, during and after this operation. I referred to <br />Cal EPA since exempt transfer facilities are CA Dept Toxic Substance Control <br />jurisdiction or possibly Department of Transportation / California Highway Patrol <br />since the waste x"in transit".
