The release has been stopped and contained. No waterways were impacted. Clean-up is in <br />process. <br />OBSERVATIONS: <br />OBSERVATIONS: Site visit on 10/14/2021 in response to a spill report received 10/14/2021 for a spill of dichloromethane. <br />Was met on site by Isaac Mackey, YRC Inc. General Operations Manager. Received a copy of the shipping bill of the spilled <br />material - dichlorimethane. Per Isaac, approximately 2/3 of the 5-gallon pail of dichloromethane spilled after it was punctured <br />by the forklift unloading the shipment off of the trailer. The punctured container was placed with all residual material into a <br />hazardous waste drum. Isaac walked us to the spill location area. Absorbent sand was placed on the spill and a hazardous <br />waste drum was on site with the used absorbent. Approximately 25-gallons of waste was generated at the time of arrival. <br />The trailer where the spill occurred was observed to have no residual material. Per Isaac, the trailer is being kept away from <br />the building in a field area to air out. Observed the absorbent adhering to the asphalt grooves and becoming tacky/gummy. <br />Moreabsorbent was placed on the spill and was secured with cones to safely secure area. The absorbent was left overnight <br />to attempt to further absorb the spilled material. <br />On 10/15/2021 received a phone call from Isaac Mackey with updates to the ongoing spill clean-up. YRC's hazardous <br />materials contractor has been called and they will be cleaning up the spill today. <br />REGULATION GUIDANCE: Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous <br />waste, or the causing thereof, is prohibited when the disposal is at a facility that is not permitted or authorized for hazardous <br />waste disposal. [HSC 25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate <br />hazardous waste manifesting procedure [HSC 25160 (b)(3)]. <br />CORRECTIVE ACTIONS: Facilitate spill cleanup by properly trained individuals, provide photos showing clean-up <br />completion of impacted material to the EHD.If waste will be hauled by clean up contractor after clean up, provide those <br />waste/hazardous waste disposal records of impacted material and to the EHD. Ensure all hazardous waste manifests are <br />kept on site.
