Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: COOWDMJDR Site Location: 3131 AUTO CENTER CIR, STOCKTON, CA 95212 <br />Activity Summary <br />Activity Date <br />09/26/2021 <br />Recorded by <br />Received a call from Sangeetha Arungiri at around 9:35am. Received the PRESTO <br />following information from her: there is no one at the facility today that can show <br />me the spill area. The service area is closed on Sundays. Tomorrow they will <br />resume business at 8:30am, I can ask to speak with the service technician and the <br />site manager who were both present and assisted with the clean up. There were <br />only 2 people in the building and both 2 people conducted the clean up. The spill <br />was around 2-3 feet of coverage on the shop floor near the recovery machine. The <br />recovery machine was actually a Mastercool and not a Robinair. The technician <br />was loading a 10 lb cylinder of refrigerant (R-1234yf) into the Mastercool when the <br />technician noticed a puddle of the coolant under the machine. The machine itself <br />was causing the leak. The machine was labeled with a "do not use" sign and <br />management was notified of leaking machine. Management will contact <br />manufacturer regarding leaking machine. Hazardous waste training does not <br />cover refrigerants and compressed gases as these are not anticipated to be <br />wastes generated. Waste training regarding these gases are for empty cylinders. <br />The empty cylinders are verified for emptiness with the gauge on the cylinder <br />showing zero. The cylinders are also punctured and then disposed of as scrap <br />metal. Clean up procedure was followed as their normal spill protocol for oils and <br />other spills, not a specific clean up procedure for refrigerants. Pig mats were used <br />for clean up. RP sent a yellow hazardous waste label to the facility to use as the <br />label for this waste. The waste will be picked up in approximately 1-2 weeks after <br />a profile is created by RP with their hazardous waste haulers Veolia. No adverse <br />health effects reported from any vapor inhalations or exposures from the spill. The <br />facility opened in May 2021, typically the dealership is the first to open and then <br />2-3 months later the service center opens. RP is aware of the hazardous materials <br />business plan and plans to create a CERS submittal for the facility. The service <br />center/auto shop is newly opened but the dealership opened in May 2021. (18 <br />minutes) <br />Called Stacy Rivera to discuss new information obtained from Sangeetha. Will <br />stop by tomorrow since the shop is closed, no one is able to let me in and since it <br />is closed, no one can be exposed to anything that may possibly be still lingering. (6 <br />minutes) <br />Created complaint. Started Prop65. Saved SDS for Honeywell Solstice R-1234yf <br />on to computer for file. Entered dailies for yesterday and today. Received spill <br />report #21-5288 at 10:22am. Updated prop 65 and emergency response record <br />based on spill report information and information received from Sangeetha this <br />morning. Per spill report the spill occured at approximately 11am 9/25/2021 and <br />the recovery machine was a Mastercool. Added on-site responsible party <br />information.
