Per Dave Larson, four transformers released <br />mineral oil (blue sticker) due to a vehicular accident. Per Dave, the transformers are approximately 20-22 gallons each. Per <br />Dave, two transformers were almost empty and two were half full after the release. Dave Larson stated that samples were <br />taken from each transformer. Per Dave and Ricardo, there were two impacted areas from two poles. Per Dave and <br />Ricardo, one area was already cleaned before my arrival. I observed PSC pressuring washing the second impacted area <br />(asphalt) and pumping the rinseate into their truck. Per Ricardo, absorbent was applied onto the asphalt and swept. Then <br />the asphalt was cleaned with dawn and oil eater, scrubbed, and then pressure washed. Per Ricardo, approximately 40-60 <br />gallons of rinseate was generated. Per Ricardo, the waste generated will be labeled and secured on the PSC truck for the <br />night and will be transported to a PG&E facility at a later time. It was unclear at the time of the inspection which PG&E <br />facility it would be transported to. Per Dave, it would be transported to the Manteca location. Per Ricardo, it would be <br />transported to the Stockton location. I observed staining on the shoulder of the road (on soil). Per Ricardo, PSC began <br />shoveling the area with plans to finish clean-up today. VVhile shoveling, Ricardo stated that they may need to excavate <br />deeper and will need to call USA Dig before they continue. The impacted soil was covered with poly sheeting, weighed <br />down with soil, and secured with cones and caution tape.
