Complaint Investigation Summary <br /> Report #. 5105 <br />COMPLAINT ID: C00053222 Site Location: NEAR 601 N MACARTHUR DR <br />Activity Summary <br />Activity Date Recorded by <br />01/05/2021 10:30 AM Received CAL OES Spill Report Control #: 21-0050 for one-gallon MURO <br />diesel spill which was later updated to six gallons of diesel spilled. Called Union <br />Pacific dispatch at 888-877-7267 and spoke to Bill (UPRR Dispatch). Bill <br />confirmed that the diesel spill did not impact any waterways, no exposures, or <br />evacuations. Bill reported that Patriot Environmental was en route for cleanup with <br />ETA about noon. <br />10:55 PM Called Mike Algots (Union Pacific Hazmat Manager) at: 916-580-9999. <br />Asked if the diesel was red dye diesel. Mike Algots reported he only saw photos of <br />the spill and was uncertain if the liquid spilled was water or diesel. But if it is diesel, <br />it is red dye diesel because that is the only diesel they use. <br />Mike Algots said the spill looked more like 5 gallons of liquid spilled because the <br />spill area was 10 feet long and 6 inches wide. The cause of the spill is <br />undetermined at this moment. Mike Algots was told by Union Pacific staff that the <br />locomotive stopped releasing diesel when the engine was shut off by the <br />locomotive operator. The Cal OES Spill report did not contain a full address and <br />Mike Algots was unable to provide it. <br />11:16 AM Called Derek Smith (Patriot Environmental Field Supervisor) <br />916-347-8724 to request location of spill. He did not answer the call, so I left <br />voicemail. Derek Smith called 16 minutes later and was able to send a pin to the <br />spill location. Derek Smith said that Chris Feathers would be on site supervising <br />the cleanup. <br />11:50 AM Left EHD. <br />12:30 PM Arrived at area adjacent to 601 N MacArthur Dr. Met with Chris <br />Feathers (Patriot Environmental Field Supervisor) at the diesel spill area. <br />Observed the diesel spilled over the ballast fora length of approximately 15 feet <br />and width of about 6 inches. Additionally, observed diesel spill area over two <br />tracks and ballast approximately 3 X 3 feet. <br />Patriot removed the diesel contaminated ballast and soil, wiped down the diesel <br />sprayed tracks with absorbent pads, and tightened the fuel filter. Cleanup was <br />completed while I was onsite. No oily ballast, soil, tracks were observed. No odor <br />or leak was detected. Site was deemed adequately cleaned. <br />One and one-third 55-gallon drums of waste was generated from cleanup. Waste <br />will be stored at 833 E Eighth St pending analytical results for disposal. <br />2:07 PM Left site. <br />2:44 PM Arrived at EHD. Completed the complaint initially generated by EHD <br />office assistant.
