SAN JOAQUIN <br /> Environmental Health Department <br />Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility UNION PACIFIC RAIL ROAD Date: 01/05/2021 <br />Address: 601 N MACARTHUR DR, TRACY <br />Owner/Operator: UNION PACIFIC RAILROAD COMPANY Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C00053222 <br />Responsible Party: MIKE ALGOTS <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Approximately six gallons of red dye diesel spilled onto ballast from a locomotive with ID: UP1068. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Received CAL OES Spill Report Control #: 21-0050 for one-gallon diesel spill which was later updated to six gallons of diesel <br />spilled. Met with Chris Feathers (Patriot Environmental Field Supervisor) at the diesel spill area. Observed the diesel spilled <br />over the ballast for a length of approximately 15 feet and width of about 6 inches. Additionally, observed diesel spill area over <br />two tracks and ballast approximately 3 X 3 feet. <br />Patriot removed the diesel contaminated ballast and soil, wiped down the diesel sprayed tracks with absorbent pads, and <br />tightened the fuel filter. Cleanup was completed while I was onsite. No oily ballast, soil, tracks were observed. No odor or leak <br />was detected. Site was deemed adequately cleaned. <br />One and one-third 55-gallon drums of waste was generated from cleanup. Waste will be stored at 833 E Eighth St pending <br />analytical results for disposal. <br />Provide a copy of analytical lab results and final disposal records. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
