Rob Ashe <br /> July 14, 2021 <br />MFS Stockton <br />1325 El Pinal Drive <br />Stockton, CA 95205 <br /> Forward Landfill Response 7/8/21 <br />Mr. Ashe, <br />I was contacted by my office on 7/8/21 that MFS Stockton had improperly disposed of chemical <br />containers in the Forward Landfill. <br />At 1130 hours I contacted a Fire Captain from the Lathrop Fire Department on site. He informed me of <br />his findings. And that there were two areas that had possible liquid contamination. I also spoke with <br />Elianna Florido with the San Joaquin Environmental Health Department. I then contacted Chad & JT to <br />determine what the containers were. I was told the containers had been rinsed out but were not aware <br />that they had been placed in the trash bin. <br />At 1200 hours I departed for the landfill and arrived at 1400 hours. In route I contact Chad to meet me <br />at the site and bring the SDS's. (MFS to provide SDS's to County Health if requested)) At that point, on <br />site I contacted Ruben with the Forward Landfill and we were escorted to the area where the containers <br />where located. We found 24 - 55 gal drums (1 was crushed) and 72 - 5 gal containers (1 was crushed). I <br />also observed a small wet spot at the off-load site that was reported to me by the Fire Captain that it <br />had a pH of 12-14. I also observed a small wet spot where the FD had set up there decon. The <br />temperature was 104 degrees so most of the water had evaporated. <br />With the landfills permission we moved the containers to a safe staging area. (See attached picture). <br />Once the containers were staged, we removed the impacted soil areas each being 1 foot by 1 foot by 6 <br />inches deep and placed the soil into (2) plastic bags. Visual inspection of the 2 sites showed no further <br />removal action is required. We departed the site at 1700 hours with the understanding that All Clean <br />would return the next day to complete the cleanup. <br />7/9/21 <br />I arrived on site at 0700 hours. 0800 hours my crew arrived. 2 Environmental technicians in truck 12 and <br />a DOT Driver in truck 11. <br />0845 hours we completed securing the containers with caps a bungs. <br />0900 hours Elena Manzo with San Joaquin County Environmental Health arrived, and I reviewed my plan <br />to transport the secured containers back to MFS Stockton on a straight bill of lading to be reworked for <br />proper disposal. We were told to stand by while she confirmed with her superiors that what I proposed <br />was legal. <br />0935 hours received authorization to proceed as long as MFS Stockton manage any residual liquids as <br />product. (See attached correspondence) <br />0945 started wipe down of all containers.
