Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COBAEBAAH Site Location: 1033 W CHARTER WAY <br />Activity Summary <br />Activity Date Recorded by <br />07/05/2020 8:59 AM Responded to page from SJGH 209-468-6000. Operator reported that MURO <br />Adam Hemans (Stockton Fire Department) called to report 20 to 25 gallons of fuel <br />released at 1033 W Charter Way in Stockton. Called lead senior Garrett Backus to <br />discuss call. <br />I called Adam Hemans 209-598-1241. Adam reported that a storm drain was <br />impacted. A truck with a 40 gallon fuel tank was parked at the facility's parking lot. <br />About 20 — 25 gallons of diesel released onto the asphalt. An unknown amount of <br />diesel went into the storm drain. City of Stockton Municipal Utilities responded and <br />is onsite. Absorbent was placed over the diesel spill area on the asphalt. The <br />storm drain was diked off with absorbent. A container was placed under the <br />damaged fuel tank. The system lines have been closed. City of Stockton <br />attempted to plug the storm drain line but they determined they needed bigger <br />plugs. No evacuation took place. The responsible parties are the property owner <br />and the owner of the truck. <br />9:48 AM Arrived at 1033 W Charter Way, Stockton. Met with Harjeet Singh, owner <br />of the truck with the damaged fuel tank. He did not know how the fuel tank was <br />damaged. I explained the violations associated with the release of diesel and the <br />notice to abate. I requested his information: <br />Harjeet Singh, 209-662-5150, harrybmd@outlook.com, 8119 Mariners Dr. Apt <br />705, Stockton, CA 95219. I met with Brian Uribe, City of Stockton Municipal <br />Utilities. Brian reported that the property owner was having trouble finding a <br />cleanup contractor that is available today for the cleanup. Met with property owner. <br />I explained the violations associated with the release of diesel and the notice to <br />abate. I requested his information: Mike S. Boparai, 916-396-1665, <br />vanco1033@outlook.com, 1033W. Charter Way, Stockton, CA 95206. <br />Generated a complaint. Generated a Notice to Abate. Emailed Notice to Abate <br />separately to Mike S. Boparai and to Harjeet Singh. <br />Brian Uribe reported that Mike S. Boparai asked if he can clean up the diesel spill <br />on the asphalt himself. <br />Called lead senior Garrett Backus to update on status. <br />Since the facility has a UST permit with EHD, they are trained to handle diesel spill <br />cleanups and can do the surface cleanup. The storm drain and storm drain line <br />will be cleaned up by a hazmat contractor as soon as one can be retained. <br />Mike S. Boparai brought out several bags of absorbent. The absorbent was <br />applied over the diesel spill area on asphalt. The amount of absorbent previously <br />applied was not sufficient because some areas on asphalt were still left uncovered <br />with absorbent. Mike S Boparai went to purchase more bags of absorbent in a <br />nearby store, and applied over remaining diesel spill areas upon his return. The <br />absorbent was allowed to absorb the diesel spill for approximately 50 minutes. <br />Then two facility employees scrubbed absorbent with stiff brooms and collected <br />into one 55-gallon drum and five plastic bags and labeled as hazardous waste. <br />The contaminated absorbent in bags will be transferred into 55-gallon drums once <br />Mike S Boparai can obtain them. <br />Entire diesel spill area was cleaned with absorbent. No diesel odor was detected <br />over the asphalt. No diesel puddling, sheen, or wet areas observed over the <br />asphalt. Diesel spill area was deemed adequately cleaned over asphalt.
