Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C0052DNO0 Site Location: 6540 S. AUSTIN RD <br />Activity Summary <br />Recorded by <br />VANG-LEE <br />Activity Date <br />10/05/2021 Inspector Shewit Woldearegay and Vicky Vang-Lee contacted Russell Cole at <br />209-460-6184. Per Russell, an unknown material is leaking from a Schneider <br />National container at the BNSF yard. Russel provided the phone number for the <br />hub manager on site, 209-460-6021. The number was not a working number. We <br />left a message for John Brainard at 209-460-6061. John responded by text stating <br />he was on vacation and provided the site address 6540 S. Austin Rd in Stockton, <br />CA. Generated a complaint in Envision. <br />Inspector Vicky Vang-Lee and Shewit Woldearegay arrived on site and met with <br />BNSF terminal manager Levi Strey who led us to the spill location and leaker pit. <br />Per Levi, the initial release took place at space 743 and the container was moved <br />to the leaker pit. I observed staining on the asphalt on space 743. Per Levi, the <br />material is still unknown. I observed the Schneider National container located at <br />the leaker pit actively leaking. The leaker pit was lined with plastic sheeting. Levi <br />states Patriot Environmental will be conducting the clean-up but was unsure when <br />they would arrive. <br />I contacted Project Manager Scott Murtishaw of Patriot Environmental at <br />707-410-8242 who stated they would arrive in 30 minutes to assess the spill. <br />Patriot Environmental arrived at approximately 11:50am. Scott stated they would <br />need to unload the container to access the spill. I informed Scott of the staining <br />observed in space 743. I observed Scott applying absorbent while I was on site. <br />Scott stated it will be swept and simple green would be applied. Scott stated they <br />would not be able to determine what the material is and clean-up the spill until the <br />container is unloaded. We left the site before clean-up was completed. <br />I called Scott at 1:11pm for an update. Scott stated he was still waiting for BNSF <br />to unload the container. I received photos from Scott showing a damaged Super <br />Clean Degreaser box on a pallet. Per Scott, the absorbent and damaged box will <br />be containerized and disposed of as hazardous waste. Scott states the waste will <br />be going to Crosby and Overton. <br />Generated notice to abate and emailed it to russell.colejr@bnsf.com. I requested <br />in my email that the notice be fowarded to the responsible party Schneider <br />National. Russell of BNSF stated he would provide me with the responsible <br />party's contact information at a later time. <br />I received a text from Scott of Patriot confirming that the clean-up was completed. <br />Scott sent me photos of the final clean-up and manifest 018486264JJK. I also <br />received a report from Russell Cole via email. <br />10/06/2021 Received a spill report #Cal OES Control #:21-5529 <br />Per Cisco Sanchez degrease was released from Schneider International <br />container at the BNSF yard. It was approximately 1 to 2 quarts degrease release <br />no waterway or storm drains impacted. The released occurred on 10/5/2021 at <br />8.12am Clean up had been completed by Patriot International same day. I <br />contacted Lead Senior Elena Manzo and she checked with inspector Vicky <br />Vang-lee and it happen to be the same incident Vicky responded to on <br />10/05/2021 and still following up. <br />NSO <br />5105.rpt Page 2 of 3
