Water was used to put the fire out, approximately <br />25-45 gallons of liquid with —5% oil mixture escaped the facility. At this time they <br />are using absorbent pads to skim the oil and are putting the water back in their <br />containment tank. Fire department was set up outside the facility. He doesn't think <br />the fire department used the AFFF foam but he will check. Received a call from <br />Joel Lattdri with the Stockton Fire who reported that no fire retarding foam was <br />used to put out the fire. Generated complaint number. <br />09/08/2021 Received several calls from V. yang-Lee concerning the incident, assisted with MANZO <br />the response. <br />09/08/2021 On site and met with environmental health and safety manager David Williamson VANG-LEE <br />of Community Fuels and Steven P. Bender (Regulatory Compliance Inspector) of <br />Compliance First, LLC. Per David, the oil was released from a ball joint. The oil <br />infiltrated the insulation of tanks T316 (upstairs) and T313 (downstairs) and <br />caused a fire. The tanks are inside warehouse 809C. The warehouse has <br />secondary containment and a cooking oil and water mixture was observed inside <br />the warehouse floor. The fire has been stopped and the tanks are currently being <br />cooled with water before they can be repaired. Per David, the cooking oil and <br />water mixture will be put into the P116 tank where it will sit for 24 hours to <br />separate. Once separated, the water will be pumped from the bottom of the tank <br />and sent to Eastbay Mud. The cooking oil will be put back into the facilities <br />process. Absorbent booms were observed blocking a dry ditch. There were no <br />signs of the cooking oil and water entering the ditch. The cooking oil and water <br />mixture was also observed outside the warehouse on the asphalt and some <br />entered the roll-off bin outside the warehouse. Per Steven of Compliance First, <br />they will oversee Community Fuels clean-up and continue to follow-up. Per David, <br />he anticipates clean-up to be completed by tomorrow, Friday at the latest. David <br />provided shipping receipts from Reno Rendering Company which confirmed that <br />the product is used cooking oil. Per David, they have been receiving used cooking <br />oil for the past year.
