PORT OF STOCKTON <br />TENANTS/NON-TENANTS RELEASE NOTIFICATION CHECKLIST <br />HAZARDOUS/REGULATED SUBSTANCES NOTIFICATION CHECKLIST <br />Tenant Business Name: American BioDiesel dba Community Fuels <br />Facility location within the Port where spill occurred: (Attach a map) 809c Snedeker Ave, Stockton, Ca. <br />Facility Environmental Manager/Foreman/or person in charge: David Williamson <br />Facility Phone if: Cell if: 209.471.9996 <br /> <br />Date of release: 9.8.21 Time of release: —13:30 Hours PDT <br />Describe type of substances/material released: (Liquid or Solid; include common and chemical name, attach MSDS and waste <br />manifest) <br />Water and Vegetable Oil, Liquids, <br />Amount of released material: (Pounds or Gallons) Total Estimate 25-45 Gallons, -5% Vegetable Oil. <br />Give a description of how the release occurred and whether the material reached the storm drain system: <br />13:00 Hours,PDT: Afire occured within the jacketed section of T316. Process liquids including <br />glycerin, bio-diesel, water and methanol, dripped out of a failed weld, saturating insulation materili <br />Spontaneous combusted started a fire, it was addressed with water to keep the tank cool while <br />simultaneously extinguishing the fire. <br />Surplus water deflected by the header board at the bay door led to water on the asphalt. <br />In the event of a release; verbal notification must be made to the Port Police Dept. at (209) 946-0246 <br />Date reported: 9.8.21 <br />Time reported: -13:15 PDT Reported to:Fire Department and Port <br />Provide details of immediate action taken and subsequent clean-up action taken to stop release. <br />The drain areas were blocked with booms and pads used to block the efluent. Booms were placeti <br />to separate the oil off the water. Pneumatic pumps placed to transfer water to secondary <br />containment and eventually transferred to T116. <br />Submit this document and all written copies to the Port's Environmental Department within 6 hours of the incident. <br />(On weekends; note time of submittal) <br />Port's Environmental Department jcashman@stocktonport.com <br />Submitted by: J. Williamson Time: 14:00 PDT <br />A report describing the emergency response measures taken, post-emergency clean-up actions, the storage and <br />disposition of any materials recovered from the clean-up actions, list all Best Management Practices, pollution <br />prevention and corrective action measures necessary to prevent future reoccurrence. This report must be submitted <br />to the Port's Environmental Department within 48 hours of the Incident. <br />** Any questions regarding the use, completion, and scope of this checklist should be directed to the <br />Port's Environmental Department at (209) 946-0246. <br />FOR PORT USE ONLY <br />List follow-up actions required with respect to this incident.
