SANsJOAQUIN <br />—COUNTY- <br />ows herc. <br />Environmental Health Department <br />Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: COMMUNITY FUELS Date: 09/08/2021 <br />Address: 809C SNEDEKER AVE, STOCKTON <br />Owner/Operator: AMERICAN BIODIESEL INC Telephone: (760) 942-9306 <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COCPRRSAD <br />Responsible Party Contact: DAVID WILLIAMSON <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Approximately 25-45 gallons of cooking oil released, causing a fire in a warehouse. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />On site and met with environmental health and safety manager David Williamson of Community Fuels and Steven P. Bender <br />(Regulatory Compliance Inspector) of Compliance First, LLC. Per David, the oil was released from a ball joint. The oil <br />infiltrated the insulation of tanks 1316 (upstairs) and T313 (downstairs) and caused afire. The tanks are inside warehouse <br />809C. The warehouse has secondary containment and a cooking oil and water mixture was observed inside the warehouse <br />floor. The fire has been stopped and the tanks are currently being cooled with water before they can be repaired. Per David, <br />the cooking oil and water mixture will be put into the P116 tank where it will sit for 24 hours to separate. Once separated, the <br />water will be pumped from the bottom of the tank and sent to Eastbay Mud. The cooking oil will be put back into the facilities <br />process. Absorbent booms were observed blocking a dry ditch. There were no signs of the cooking oil and water entering <br />the ditch. The cooking oil and water mixture was also observed outside the warehouse on the asphalt and some entered the <br />roll-off bin outside the warehouse. Per Steven of Compliance First, they will oversee Community Fuels clean-up and continue <br />to follow-up. Per David, he anticipates clean-up to be completed by tomorrow, Friday at the latest. David provided shipping <br />receipts from Reno Rendering Company which confirmed that the product is used cooking oil. Per David, they have been <br />receiving used cooking oil for the past year. Per David, no other materials were released. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
