SANsJOAQUIN
—COUNTY-
ows herc.
Environmental Health Department
Time In:
Time Out:

COMPLAINT INSPECTION REPORT
Name of Facility: COMMUNITY FUELS Date: 09/08/2021
Address: 809C SNEDEKER AVE, STOCKTON
Owner/Operator: AMERICAN BIODIESEL INC Telephone: (760) 942-9306
Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COCPRRSAD
Responsible Party Contact: DAVID WILLIAMSON
DESCRIPTION OF COMPLAINT ALLEGATIONS
The San Joaquin County Environmental Health Department received the following complaint:
Approximately 25-45 gallons of cooking oil released, causing a fire in a warehouse.
OVERALL INSPECTION NOTES AND COMMENTS
NOTES
On site and met with environmental health and safety manager David Williamson of Community Fuels and Steven P. Bender
(Regulatory Compliance Inspector) of Compliance First, LLC. Per David, the oil was released from a ball joint. The oil
infiltrated the insulation of tanks 1316 (upstairs) and T313 (downstairs) and caused afire. The tanks are inside warehouse
809C. The warehouse has secondary containment and a cooking oil and water mixture was observed inside the warehouse
floor. The fire has been stopped and the tanks are currently being cooled with water before they can be repaired. Per David,
the cooking oil and water mixture will be put into the P116 tank where it will sit for 24 hours to separate. Once separated, the
water will be pumped from the bottom of the tank and sent to Eastbay Mud. The cooking oil will be put back into the facilities
process. Absorbent booms were observed blocking a dry ditch. There were no signs of the cooking oil and water entering
the ditch. The cooking oil and water mixture was also observed outside the warehouse on the asphalt and some entered the
roll-off bin outside the warehouse. Per Steven of Compliance First, they will oversee Community Fuels clean-up and continue
to follow-up. Per David, he anticipates clean-up to be completed by tomorrow, Friday at the latest. David provided shipping
receipts from Reno Rendering Company which confirmed that the product is used cooking oil. Per David, they have been
receiving used cooking oil for the past year. Per David, no other materials were released.
The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and
Safety Code. If a reinspection is required, fees will be assessed at the current hourly rate.
Received by: Name and Title: Emailed to David Williamson, Env He
EH Specialist: VICKY VANG-LEE Phone: (209) 616-3028
COCPRRSAD SC004 09/08/2021
EHD 25-01 Rev. 01/07/2021 Page 1 of 1 Complaint Inspection Report
1868 E.
