Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COQ04WNCL Site Location: 1018 LAUREL AVE, LODI, CA 95242 <br />Activity Summary <br />Activity Date Recorded by <br />10/15/2021 During site visit on 10/15/2021, met with property owner, Steve Mann. Walked to PRESTO <br />the gasoline dump location in the backyard. It is uncertain how the gasoline was <br />dumped onto his property. He typically leaves the door to the backyard unlocked <br />but has now placed a lock to prevent future incidents. No odors were observed. <br />No visible staining was observed in the dirt. Property owner excavated the dirt until <br />clean dirt with no odors was unearthed. The excavated dirt is placed aside in the <br />backyard in a pile and in approximately ten 5-gallon buckets. While on site with <br />property owner, called the San Joaquin County Household Hazardous Waste <br />Facility (SJC HHW) to verify that the excavated dirt may be brought there. A <br />voicemail was left, pending a phone call back with verification. If it cannot be taken <br />to the SJC HHW, the excavated dirt may be picked up by a hazardous waste <br />clean up contractor. Clean up is completed, but excavated dirt needs to be <br />properly disposed of. Disposal records needed. <br />10/15/2021 Generated a Prop65 and placed in bin for mailing. PRESTO <br />Generated inspection report and emailed to Steve Mann to <br />manns2315@gmail.com with hazardous waste clean up contractor lists in case <br />Household Hazardous Waste facility cannot take the excavated dirt. <br />Saved photos taken into shared drive. Created a photo log. Printed photo log, <br />email, and inspection report for area inspector. <br />PRESTO 10/18/2021 Received a phone call back from the San Joaquin County Household Hazardous <br />Waste Facility (HHW) who stated the resident can bring the contaminated soil to <br />the HHW but it should be noted that they would need to make several trips due to <br />the transportation limit. <br />Called Steven Mann back and left him a voicemail letting him know that he is able <br />to bring soil to the HHW but they only take 15-galls or 125Ibs per trip. But his other <br />option is to call a hazardous waste contractor if he does not want to make multiple <br />trips. <br />10/20/2021 Received an email from Steve Mann that he spoke with Ramos Environmental <br />and he believes the Household Hazardous Waste facility is the best solution. He <br />will be going to the HHW starting tomorrow to drop off the soil. He said he stopped <br />by Monday 10/18/2021 but they were closed and only operate from <br />Thursday-Sunday. He will provide receipts when he drops off the soi. <br />10/21/2021 Received photos from Steve via email of buckets of soil being delivered to the <br />Household Hazardous Waste facility. He delivered a total of nine 5-gallon buckets <br />today. He said they did not have anything set up to provide receipts so he took <br />photos of the buckets being dropped off instead. <br />10/25/2021 Received a 2 photos of buckets being delivered to the Household Hazardous <br />Waste facility 10/22/2021 by Steve Mann via email. A total of 16 buckets were <br />delivered today. Also received a copy of a Certificate of Disposal/Recycling for <br />1032 lbs of contaminated soil on 10/21/2021 for the soil deliveries made <br />10/21/2021 and today 10/22/2021. <br />Saved photos emailed by Steve Mann. Created a photo log with photos he <br />submitted documenting that the contaminated soil was appropriately disposed of. <br />Entered dailies for last weeks phone calls and emails.
