Date 10/19/2021 <br />Address: 3931 NEWTON RD, STOCKTON <br />Owner/Operator: GILLIES, KENNETH G TR & LISA A TR ETAL Telephone: (209) 948-6268 <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COT57AQHP <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Three 55-gallon drums and two 5-gallon buckets were dumped into ditch on complainants property. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Site visit on 10/18/2021 regarding dumping that occurred on property. When arrived on site with lead senior, Elena Manzo, the <br />drums were already transfered from the ditch to the back of the business to be hauled with the business's hazardous waste. <br />There were three blue metal 55-gallon drums possibly containing used oil. One drum was full, one drum was approximately <br />1/2 full, the other drum was approximately 1/8 full. The drums had some denting. One 5-gallon bucket contained grease and <br />the other bucket contained ProFleet HD 15W/40. The business excavated areas in the ditch that had leaks from the dumps <br />items. That excavated dirt and gravel will also be hauled with their other hazardous waste. None of the dumped drums had <br />proper hazardous waste labels. Owners of dumped drums could not be identified. <br />The ditch had a small amount of residual staining from the dumped drums that was cleaned up by the business. A photo of <br />the clean-up was sent to EHD. All clean-up has been completed in the ditch. <br />Ensure all hazardous waste manifests are kept on site for 36 months. These manifests will be reviewed at the next routine <br />hazardous waste inspection. <br />Inspection report emailed to Randy Gillies, President, Randy@gilliestrucking.com <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
