Discussed complaint with Robert M. Received <br />call from complainant, gave complainant update. <br />11/23/2021 19822 Grant Line Rd. SINGH <br />I called and spoke with the property owner, Kelle Gouveia (209-835-9009). Kelle <br />mentioned that the property is used as an animal rescue and the animal manure is <br />cleaned up. I informed Kelle that a Notice will be issued for the manure and then a <br />reinspection will occur. Kelle stated she will not allow anyone on her property. The <br />conversation was over 16 minutes. <br />Drafted a Notice, then emailed it to Robert M. for approval. <br />11/29/2021 19822 W Grant Line Rd SINGH <br />I took the NTA letter to the main building for mailing. <br />11/29/2021 Mailed Notice to Abate dated 11/23/21 by certified mail to: MARTINEZ <br />MARK & KELLE GOUVEIA, <br />19840 W GRANT LINE RD, <br />TRACY CA 95391. <br />Certified mail #7021 0350 0000 8150 0615. <br />Also mailed by regular mail to: <br />MARK & KELLE GOUVEIA, <br />19840 W GRANT LINE RD, <br />TRACY CA 95391. <br />11/30/2021 19822 W Grant Line Rd SINGH <br />Reviewed file and created photo log of the inspection conducted on 11/17/21. <br />12/09/2021 19822 W Grant Line Rd - Received notification of certified mail (NTA) delivery. SINGH <br />The certified mail was signed for on 12/1/21. Updated file. <br />12/28/2021 19822 W Grant Line Rd - I called Kelle G., property owner, and left a message. SINGH <br />01/05/2022 19822 W Grant Line Rd - I called Kelle Gouveia at 209-835-9009 and left a <br />voicemail for a reinspection. <br />SINGH <br />01/06/2022 19822W Grant Line Rd - I called Mark Gouveia (510-825-1744) for an update and <br />to schedule a reinspection. Mark mentioned he is currently at work and provided <br />SINGH <br />Kelle's cell phone number. I called and spoke with Kelle (209-346-4911). The <br />conversation lasted for approximately 20 mins. Kelle mentioned the manure and <br />horse stalls have been cleaned, but the property is muddy from the recent rains. <br />We scheduled the reinspection for 1/13/22 at 10 am. Reviewed file. <br />01/13/2022 19822W Grant Line Rd - Complaint reinspection. The complaint alleges there's <br />piles of horse manure. The inspection was conducted with EHST, Gabriela <br />SINGH <br />Garcia-Mejia. We met with the property owner Mark Gouveia. Mark walked with us <br />around the property. He also gave permission to take pictures. The horse stable <br />and pen were mud. It was difficult to differentiate the horse manure from the mud, <br />although, the pen and stall did look cleaner than the previous inspection. Flies <br />were not observed and the odor was light. Mark Gouveia provided disposal <br />receipts. Mr Gouveia also mentioned that 6 of the horses and a cow will be moved <br />off the property soon.
