Spill Prevention,Control,and Countermeasures Plan <br /> JC Air Academy <br /> Page 9 <br /> container,including but not limited to seams,gaskets,pipes,pumps,valves,bolts,etc. In addition, <br /> Facility personnel will remove accumulated oil from containment areas. <br /> Formal integrity inspection reports provided by a certified inspector are to be maintained at the Facility for <br /> the life of the tank. <br /> 1.7 TRAINING [40 CFR 112.7(f)] <br /> At the time of hire, JC Air personnel who will be working around and with oil containers are to be given <br /> Facility oil product transfer instructions. These oil product transfer instructions are to be periodically <br /> reviewed with JC Air personnel working around and handling oil containers. On an annual basis,training <br /> specific to the handling of the Facility oil products is to include procedures in the proper operation and <br /> maintenance of equipment to prevent discharges, a discussion to facilitate the adequate understanding of <br /> the Facility's SPCC Plan,procedures for accidental spill and release response,product health hazards,and <br /> the Facility's security measures. The appropriate Facility personnel are to receive training in proper <br /> completion of the monthly and annual visual observation forms.A copy of the training documentation form <br /> is included in Appendix 8. <br /> Management is responsible for discharge prevention, ensuring that training occurs, and completion of <br /> documentation. In addition, Facility personnel conducting monthly and annual visual inspections on the <br /> tanks should be trained on the inspection forms,their applicability,and procedures to complete inspections <br /> annually. <br /> 1.8 SECURITY [40 CFR 112.7(g)] <br /> The following security measures have been implemented at the Facility to secure and control access to the <br /> oil handling,processing and storage areas;secure master flow and drain valves;prevent unauthorized access <br /> to starter controls on oil pumps; secure out-of-service and loading/unloading connections of oil pipelines; <br /> and address the appropriateness of security lighting to both prevent acts of vandalism and assist in the <br /> discovery of oil discharges: <br /> • The airport is completely fenced with entry gates requiring check-in with airport personnel or pre- <br /> arranged access(i.e. codes, access cards). <br /> • Drivers must be qualified to load/unload oil/petroleum products. Tanks are attended by a qualified <br /> person during filling operations; and levels are continuously monitored. <br /> • A cardlock system is used for all fuel pump transfers. <br /> • The Facility has adequate lighting installed at the transfer area. <br /> • Fill ports for the fuel tank are closed and locked when not in use. Transfer hoses are safely stored <br /> out of paths of traffic when not in use. <br /> 1.9 TANK TRUCK LOADING/UNLOADING [40 CFR 112.7(h)] <br /> Tanker semi-trucks load/unload product through flexible hose connections to the bulk storage tank.Transfer <br /> activities at these locations are subject to the general secondary containment requirements of 40 CFR <br /> 112.7(c).
