Date: 12/11/2024 <br /> Manufacturer training: VR, 03/20/23;VMI, 12/12/24; OF, 12/13/2024; SB, 12/13/24 <br /> OVERALL INSPECTION NOTES AND COMMENTS <br /> NOTES <br /> -Witnessed testing of the biodiesel electronic leak detector at 3 gph at 10 psi. Passed. The leak detector was tested on the <br /> biodiesel product line connected inside the fill sump of the existing/old diesel tank closest to the store building. <br /> The 87 and diesel tanks are siphoned into existing tanks and do not have pressurized piping or leak detectors. <br /> -There are 4 vacuum sensors monitoring the new tanks, located in the biodiesel STP sump. The piping sumps for the 87 and <br /> diesel tanks do not contain turbines. <br /> Witnessed testing of the vacuum sensors. All sensors passed for both vacuum and liquid portions. <br /> Verified vacuum zone communication. <br /> -Verified deflector plates have been installed on all dispensers. <br /> -Verified no vent sump alterations have been made. <br /> The vent sump only contains the diesel and biodiesel vent lines for the new tanks. Per the technician,the 87 vent piping is <br /> connected to the existing/old small 87 tank(split tank with 91),which is then vented through the old 87 vent piping near the <br /> store building. <br /> The vent sump appeared to have non-Bravo sealant. Confirm that all sealants and installation on the vent sump were <br /> performed to manufacturer's specifications. <br /> -Verified overfill flappers for all three tanks are below 95%. Verified flapper functionality. <br /> Per the technician,the serial numbers of all three flappers were submitted to the manufacturer and confirmation was received <br /> that the model of all three flappers is the Franklin Fueling Defender#708692-902. This is not the model that was approved for <br /> installation. The plans submitted indicated the overfill flappers would be model#s 708592-902 and 708695-922. The-922 <br /> model is specifically approved for use with biodiesel. Immediately submit cut sheets, compatibility, and part information for the <br /> overfill models installed,for approval by the EHD. <br /> -Witnessed testing of three tank top spill containers and three remote spill containers, including 1 hour hydrostatic testing, <br /> drainage, and 5 gallon capacity. All passed. <br /> The remote spill containers were direct-bury EMCO Wheaton model#A1005-517SF, marked with an installation date of <br /> 09/2022. No vacuum monitoring was observed for the remote fill piping. VPH monitoring for this piping will need to be verified <br /> prior to use of the remove fill piping. <br /> -Chase piping for four lines(biodiesel STP sump to diesel STP sump, biodiesel STP sump to 87 STP sump, biodiesel STP <br /> sump to biodiesel fill sump, and 87 piping sump to 87 fill sump)were found unmonitored at the time of inspection. Vacuum <br /> monitoring was added to these lines and communication verified. <br /> **This facility is NOT approved to operate the new 87, biodiesel, or diesel USTs.** <br /> **This facility is NOT approved to receive fuel in the new 87, biodiesel, or diesel USTs.** <br /> Additional paperwork is needed.
