MEMORANDUM <br />Civil, <br />Environmental <br />Et Water <br />Resources <br />ENGINEERING CORP. <br />TO: Kasey Foley, REHS <br />Interim Director, San Joaquin Environmental Health Department <br />FROM: Norman Hantzsche, PE, Questa Engineering Corporate <br />DATE: November 20, 2019 <br />SUBJECT: OWTS Design Review for Heaven Temple Project, 3732 East Carpenter Road, <br />Stockton <br />19'R1a11ESMIYADT:Al$ MAA <br />The project is for the construction of a new Buddhist temple along with restroom facilities at the <br />existing Wat Dhammararam Buddist Association Temple site on 3732 East Carpenter Road, <br />Stockton. The overall project site encompasses 30.33 acres. Existing uses on the property <br />include four single family residences, Meeting Hall, Temple Building and restroom facilities. <br />Various septic tanks and drainfields serve the existing residences and restroom facilities on the <br />property. A new septic tank and leachfield trenches and seepage pits will be installed to serve <br />the new Heaven Temple restroom facilities. <br />Plans and supporting documentation for the OWTS are contained in the "Nitrate Loading Study, <br />Soil Suitability Study and Onsite Wastewater Treatment System Design" by Chesney <br />Consulting, dated July 1, 2019. Surface soils on the site are reported to be slowly permeable <br />clays and hardpan, underlain (at and below 42 inches) by more permeable clay loam, loam and <br />sandy clay loam subsoils. Percolation test rates were found to generally improve with depth, <br />ranging between 41.7 and 6.8 min/inch. Groundwater in the project area is estimated from <br />regional groundwater maps to be about 65 feet below ground surface. The proposed onsite <br />wastewater system (OWTS) for the new temple building and restrooms consists of an 8,000 - <br />gallon septic tank, (4) 90 -ft long, 42 -inch deep leaching trenches, with a 42 -inch diameter <br />seepage pit at the end of each leachline to accommodate surge flow conditions. The design flow <br />for the new OWTS is estimated at 1,536 gpd. <br />The nitrate loading analysis conducted for the project takes into account wastewater loading <br />from both existing structures and uses on the property along with the wastewater nitrate <br />discharges associated with the new Heaven Temple restrooms. <br />COMMENTS <br />My review comments pertain specifically to the nitrate loading study.
