W. DAVE OLMSTEAD
BROKER -DEVELOPER
P. O. BOX 134
TRACY, CALIF. 96376
[200] 835-7294
December 22, 1983
Mr. Lee Hall, Director
San Joaquin Local Health District
Stockton, California
Re: Santos Ranch, Unit 5
Los Ranchos Estates
Dear Lee:
To the best of my knowledge we have not had a septic system
failure or a bacteria contaminated well at Santos Ranch.
However, due to public concern, it seemed prudent to make
every effort on our part to insure drinking water of
sufficient quantity and quality for future residences in the
area. We also feel that an additional margin added to the
septic installation is appropriate to insure additional
capacity and leaching.
As you know, a service district was formed to handle the areas
of new construction and certain peripheral properties. I
might add that some of those who were most vocal about forming
a service district didn't join in after it was formed. In any
event the new service was formed to accommodate a community
water system including two deep wells. We are not in a
position to accurately determined the TDS of such wells until
they are operable but wish to go on record by stipulating that
if the TDS of this water is over the State limit we will
install, and cause to be maintained as part of the required
home -owners association, a reverse osmosis unit in each house
that will deliver water to appropriate cold drinking water
taps that meet State guidelines. All new construction will be
plumbed to accept such installation whether it is ultimately
needed or not. As a practical matter it is intended that
outside plumbing not be hooked up to the R.O. unit as these
are 1-112 acre parcels and it does not seem reasonable that
water for irrigation be treated.
- continued -
